【摘要】：改革開放以來,我國(guó)經(jīng)濟(jì)高速發(fā)展,財(cái)政經(jīng)費(fèi)支出逐漸增加,政府在履行公共職能時(shí),對(duì)財(cái)政支出的管理不夠精細(xì),導(dǎo)致財(cái)政資金使用效率達(dá)不到預(yù)期,進(jìn)行財(cái)政支出績(jī)效評(píng)價(jià)工作刻不容緩。上個(gè)世紀(jì)五六十年代以來,為了合理開發(fā)利用水資源,我國(guó)興建了許多水庫(kù)和水電站,產(chǎn)生了數(shù)以百萬的水庫(kù)移民。歷史、政策、經(jīng)濟(jì)和環(huán)境等多種原因使得大量的水庫(kù)移民回遷后長(zhǎng)期處于貧困狀態(tài),生產(chǎn)發(fā)展長(zhǎng)期滯后。為緩解水庫(kù)移民生活上的困難,幫助他們脫貧致富,2006年6月,國(guó)務(wù)院出臺(tái)了《關(guān)于完善大中型水庫(kù)移民后期扶持政策的意見》,梳理和總結(jié)了過去數(shù)十年在扶持水庫(kù)移民工作上的經(jīng)驗(yàn)與不足,調(diào)整政府對(duì)移民后期財(cái)政支出扶持政策,完善后期扶持政策機(jī)制,指出要進(jìn)一步建立扶持水庫(kù)移民后期生產(chǎn)發(fā)展政策的實(shí)施、監(jiān)督和評(píng)估體制。對(duì)水庫(kù)移民后期財(cái)政支出項(xiàng)目的實(shí)施效果進(jìn)行科學(xué)的評(píng)價(jià),成為了后期扶持移民生產(chǎn)發(fā)展一項(xiàng)意義重大的基礎(chǔ)性工作。因此,本文在梳理財(cái)政支出績(jī)效評(píng)價(jià)相關(guān)理論的基礎(chǔ)上,遵循財(cái)政支出項(xiàng)目績(jī)效評(píng)價(jià)的實(shí)施流程,依據(jù)經(jīng)濟(jì)性、有效性、公平性及可持續(xù)性原則,將Y市水庫(kù)移民后期扶持項(xiàng)目做為案列,結(jié)合Y市水庫(kù)移民的具體情況,對(duì)該項(xiàng)財(cái)政支出項(xiàng)目進(jìn)行績(jī)效評(píng)價(jià)。分析Y市在實(shí)施安排“采購(gòu)、發(fā)放果(樹)資金項(xiàng)目”(以下簡(jiǎn)稱“種苗項(xiàng)目”)的過程中取得的成績(jī)與存在的問題,通過具體分析問題給出合理的政策建議。通過本文的案例分析,為我國(guó)今后開展類似財(cái)政支出項(xiàng)目績(jī)效評(píng)價(jià)工作提供一定參考,也為進(jìn)一步提升政府財(cái)政支出經(jīng)費(fèi)精細(xì)化管理、增強(qiáng)財(cái)政經(jīng)費(fèi)的使用效果,加強(qiáng)公眾對(duì)于政府財(cái)政支出的認(rèn)同和信任提供借鑒作用。
[Abstract]:Since the reform and opening up, the economy of our country has developed at a high speed, and the expenditure of financial funds has gradually increased. When the government performs its public functions, the management of fiscal expenditure is not precise enough, resulting in the efficiency of the use of financial funds falling short of expectations. It is urgent to evaluate the performance of financial expenditure. Since the fifties and sixties of last century, in order to develop and utilize water resources rationally, many reservoirs and hydropower stations have been built in our country, and millions of reservoir immigrants have been produced. Many reasons, such as history, policy, economy and environment, make a large number of reservoir emigrants in poverty for a long time, and the development of production lags behind for a long time. In June 2006, in order to alleviate the difficulties of the reservoir migrants and help them to get rid of poverty and become rich, The State Council has issued "opinions on improving the support policies for the late resettlement of large and medium-sized reservoirs", combing and summing up the experience and shortcomings in the work of supporting the resettlement of reservoirs in the past decades, and adjusting the government's policy of supporting fiscal expenditure in the latter stage of migration. It is pointed out that the implementation, supervision and evaluation system of the policy of supporting reservoir migration in the later stage of production and development should be further established. The scientific evaluation of the effect of the fiscal expenditure project in the later stage of reservoir resettlement has become a significant basic work in the later stage of supporting the production and development of the resettlement. Therefore, on the basis of combing the relevant theories of financial expenditure performance evaluation, this paper follows the implementation process of financial expenditure project performance evaluation, according to the principles of economy, effectiveness, fairness and sustainability. According to the specific situation of the reservoir migrants in Y city, this paper evaluates the performance of the financial expenditure project. This paper analyzes the achievements and problems in the process of implementing "purchasing and distributing fruit (tree) fund project" (hereinafter referred to as "seedling project") in Y city, and puts forward some reasonable policy suggestions through concrete analysis. Through the case analysis of this paper, it provides a certain reference for the performance evaluation of similar financial expenditure projects in our country in the future, and also provides a certain reference for further improving the fine management of government expenditure funds and enhancing the effect of the use of financial funds. Strengthen the public to the government expenditure identity and trust to provide reference.
