【摘要】：文章采用108個(gè)發(fā)展中國(guó)家的面板數(shù)據(jù),實(shí)證檢驗(yàn)了私人部門參與基礎(chǔ)設(shè)施PPP項(xiàng)目投資意愿與政府治理之間的關(guān)系。研究發(fā)現(xiàn),私人投資PPP項(xiàng)目的可能性與投資額都受到政府治理水平的顯著影響。隨著政府治理的改善,私人部門的投資信心得到提升。這種影響隨著經(jīng)濟(jì)增速、歷史投資額的變化而動(dòng)態(tài)調(diào)整。對(duì)于不同行業(yè)和類型的PPP項(xiàng)目,私人部門的投資信心對(duì)政府治理的敏感度存在顯著差異�？梢�(jiàn),政府推廣PPP模式最有效的方法并不是推出相關(guān)的規(guī)范或規(guī)則,而是要從改變自身入手,建立相關(guān)監(jiān)督機(jī)制來(lái)約束政府行為,建立政府尊重契約、遵守規(guī)則的信譽(yù)。在積極完善政策環(huán)境的基礎(chǔ)上,中國(guó)政府應(yīng)著眼于提升自身的治理效率,以達(dá)到促進(jìn)PPP項(xiàng)目推廣的最佳效果。
[Abstract]:Using panel data from 108 developing countries, this paper empirically examines the relationship between the willingness of the private sector to participate in infrastructure PPP projects and government governance. It is found that the possibility and investment of private investment in PPP projects are significantly affected by the level of government governance. With improved government governance, private sector investment confidence has been boosted. This kind of influence along with the economic growth rate, the historical investment change and the dynamic adjustment. For different industries and types of PPP projects, there are significant differences in the sensitivity of private sector investment confidence to government governance. It can be seen that the most effective way for the government to promote the PPP model is not to introduce the relevant norms or rules, but to start with the change of itself, to establish the relevant supervision mechanism to restrain the government behavior, to establish the credibility of the government to respect the contract and abide by the rules. On the basis of improving the policy environment, the Chinese government should focus on improving its own governance efficiency so as to achieve the best effect of promoting the promotion of PPP projects.
