【摘要】：在全世界范圍內(nèi),各國政府都在不遺余力的鼓勵(lì)和提倡國有企業(yè)應(yīng)該最大限度的加強(qiáng)其社會責(zé)任意識。尤其是西方發(fā)達(dá)國家,如北歐,北美等經(jīng)濟(jì)強(qiáng)國,在此期間,政府在國有企業(yè)履行社會責(zé)任過程中扮演著極為重要的角色,對國有企業(yè)履行社會責(zé)任起到了重要的推動作用。隨著我國國有企業(yè)逐步發(fā)展壯大,企業(yè)的經(jīng)濟(jì)實(shí)力、社會影響力都有了很大的提高,正是在此背景下,國務(wù)院、國資委等國有企業(yè)主管部門聯(lián)合相關(guān)部門也在努力推進(jìn)國有企業(yè)履行社會責(zé)任工作,并且承擔(dān)著推動者、監(jiān)督者等角色,以期有利推動國有企業(yè)在更大范圍內(nèi),更廣層次上和更多領(lǐng)域內(nèi)盡可能的承擔(dān)其應(yīng)有的社會責(zé)任,更進(jìn)一步促進(jìn)經(jīng)濟(jì)、社會、資源、環(huán)境的協(xié)調(diào)發(fā)展,從而為構(gòu)建和諧社會奠定良好基礎(chǔ)。本文以政府推進(jìn)國有企業(yè)社會責(zé)任的相關(guān)理論為研究基礎(chǔ),認(rèn)為政府與國有企業(yè)在履行社會責(zé)任方面是相輔相成的關(guān)系,并對政府在國有企業(yè)履行社會責(zé)任中所扮演的角色進(jìn)行了充分了闡述,從而構(gòu)建出較為全面的理論基礎(chǔ)。而后本文以現(xiàn)階段國有企業(yè)履行社會責(zé)任過程中的實(shí)踐為研究出發(fā)點(diǎn),提出目前我國國有企業(yè)履行社會責(zé)任過程中存在的問題和產(chǎn)生問題的原因,從而進(jìn)一步說明政府在推動和幫助國有企業(yè)履行社會責(zé)任中扮演著重要角色,而后本文通過詳細(xì)闡述發(fā)達(dá)國家政府在國有企業(yè)履行社會責(zé)任重所發(fā)揮的功能和扮演的角色以及實(shí)施的政策為我國政府部門提供經(jīng)驗(yàn)和參考,以期從政府職能、政府監(jiān)管、政策制定等多方面角度完善政府推動國有企業(yè)履行社會責(zé)任的相關(guān)政策。本文通過對現(xiàn)狀描述,查找原因,政策建議等內(nèi)容的研究,按照提出問題—分析問題—解決問題的研究思路指出我國政府相關(guān)部門在國有企業(yè)履行社會責(zé)任中應(yīng)該達(dá)到以下目標(biāo)和效果。首先,政府部門應(yīng)該明確在推動國有企業(yè)履行社會責(zé)任過程中所要依據(jù)的原則,指導(dǎo)思想和預(yù)期目標(biāo),為科學(xué)、合理、有效的推動國有企業(yè)履行社會責(zé)任完成頂層設(shè)計(jì)。其次,政府應(yīng)該制定出較為具體和有效的相關(guān)政策建議,包括實(shí)施方案,披露機(jī)制,配套文件等,使國有企業(yè)履行社會責(zé)任工作落到實(shí)處,并且保證該項(xiàng)工作能夠順利實(shí)施。最后,還應(yīng)對國有企業(yè)履行社會責(zé)任的效果和業(yè)績進(jìn)行客觀、科學(xué)、全面的評價(jià),在總結(jié)經(jīng)驗(yàn)的基礎(chǔ)上發(fā)現(xiàn)可能存在的問題,從而進(jìn)一步完善相關(guān)方案和政策,更好的發(fā)揮國有企業(yè)履行社會責(zé)任的帶動作用,使我國經(jīng)濟(jì)、社會、資源、環(huán)境等多方面協(xié)調(diào)發(fā)展,為全面建設(shè)小康社會、構(gòu)建和諧社會發(fā)揮更大的作用。
[Abstract]:All over the world, governments are sparing no effort to encourage and advocate state-owned enterprises to maximize their awareness of social responsibility. Especially in western developed countries, such as Northern Europe, North America and other economic powers, during this period, the government played an extremely important role in the process of state-owned enterprises to fulfill their social responsibility, and played an important role in promoting the state-owned enterprises to fulfill their social responsibility. With the gradual development and growth of state-owned enterprises in China, the economic strength and social influence of enterprises have been greatly improved. It is against this background that the State Council, The competent departments of state-owned enterprises, such as the SASAC, together with relevant departments, are also working hard to promote state-owned enterprises to fulfill their social responsibilities, and they are also playing the role of promoters and supervisors in order to help promote state-owned enterprises on a wider scale. On a broader level and in more fields as much as possible to assume its due social responsibility, and further promote the coordinated development of economy, society, resources and environment, thus laying a good foundation for the construction of a harmonious society. Based on the theory of the government to promote the social responsibility of the state-owned enterprises, this paper holds that the government and the state-owned enterprises complement each other in fulfilling their social responsibility. The role played by the government in fulfilling the social responsibility of the state-owned enterprises is fully expounded, and a more comprehensive theoretical basis is constructed. Then this paper takes the practice in the process of performing social responsibility of state-owned enterprises as the starting point, and puts forward the existing problems and the causes of the problems in the process of fulfilling the social responsibility of state-owned enterprises in our country at present. It is further explained that the government plays an important role in promoting and helping state-owned enterprises to fulfill their social responsibilities. Then this paper provides the experience and reference for the government of our country by expounding the function and the role of the government of the developed country in carrying out the social responsibility in the state-owned enterprise in detail, in order to provide the experience and reference for the government department of our country from the function of the government and the supervision of the government. Policy-making and other aspects of improving the government to promote the implementation of state-owned enterprises social responsibility related policies. In this paper, through the description of the status quo, find the reasons, policy recommendations and other content of research, According to the research ideas of putting forward problems, analyzing problems and solving problems, it is pointed out that the relevant departments of our government should achieve the following goals and effects in fulfilling the social responsibility of state-owned enterprises. First of all, government departments should make clear the principles, guiding ideology and expected goals that should be used in the process of promoting state-owned enterprises to fulfill their social responsibility, so as to scientifically, reasonably and effectively promote the state-owned enterprises to fulfill their social responsibility to complete the top-level design. Secondly, the government should formulate more specific and effective policy recommendations, including implementation plan, disclosure mechanism, supporting documents and so on, so that state-owned enterprises can fulfill their social responsibility and ensure that the work can be carried out smoothly. Finally, we should make an objective, scientific and comprehensive evaluation of the effectiveness and performance of state-owned enterprises in fulfilling their social responsibilities, and find out the possible problems on the basis of summing up their experiences, thus further improving the relevant programs and policies. Better play the role of state-owned enterprises to carry out social responsibility, so that our economy, society, resources, environment and other aspects of coordinated development, for the overall construction of a well-off society, the construction of a harmonious society play a greater role.
