【摘要】：管理型區(qū)域主義是美國大都市地區(qū)公共服務的一種供給方式,也是區(qū)域內(nèi)地方政府之間構建協(xié)作關系的體制性渠道,是美國大都市區(qū)治理的組成部分。洛杉磯大都市區(qū)自然和社會條件特殊,分散化程度很高,為了保障各類公共服務的供給,眾多地方政府經(jīng)過較長時期的實踐探索,逐步塑造了以縣政府為樞紐,市縣合約體制和服務專區(qū)為支柱的地方政府間協(xié)作體制。洛杉磯地區(qū)的居民通過競爭與協(xié)作的地方政府間公共服務市場,在維持郊區(qū)地方自治的同時,又能夠獲得高效的公共服務,為美國的大都市區(qū)治理提供了有益的經(jīng)驗。
[Abstract]:Management-oriented regionalism is not only a supply mode of public service in American metropolitan areas, but also an institutional channel for building cooperative relations among local governments in the region. It is also an integral part of the governance of metropolitan areas in the United States. Los Angeles metropolitan area has special natural and social conditions and high degree of decentralization. In order to ensure the supply of various kinds of public services, many local governments have gradually shaped the county government as the hub after a long period of practical exploration. City and county contract system and service area as the pillar of the local government collaboration system. The residents of Los Angeles can obtain the efficient public service while maintaining the local autonomy in the suburbs through the competition and cooperation of the local government public service market, which provides a beneficial experience for the metropolitan governance of the United States.
