【摘要】：我國(guó)獨(dú)特的雙重雙軌體制在建國(guó)初期政權(quán)鞏固階段以及改革開放初期"追趕式"經(jīng)濟(jì)發(fā)展階段體現(xiàn)出明顯優(yōu)勢(shì),但伴隨而來的黨政權(quán)力一體化導(dǎo)致權(quán)力過分集中,二元化的國(guó)內(nèi)外環(huán)境加劇了權(quán)力集中的趨勢(shì),部分權(quán)力"吸納"了監(jiān)督力量,導(dǎo)致權(quán)力監(jiān)督部門效能弱化甚至無作為。從我國(guó)監(jiān)督困境入手,探索當(dāng)前體制下黨政權(quán)力通過何種途徑影響監(jiān)督行為、消解監(jiān)督功能;作為確保權(quán)力正常運(yùn)行的一維,監(jiān)督力量同時(shí)受到部門利益與傳統(tǒng)政治文化的影響。黨政權(quán)力從政治權(quán)力、經(jīng)濟(jì)利益以及文化心理方面部分消解了我國(guó)權(quán)力監(jiān)督部門的效能,如何解決當(dāng)前體制下權(quán)力監(jiān)督問題是全面深化改革有效推行的前提與保證。
[Abstract]:The unique dual track system of our country shows obvious advantages in the stage of the consolidation of political power in the early period of the founding of the people's Republic of China and the stage of "catch-up" economic development in the early stage of reform and opening up, but the accompanying integration of party and government power leads to excessive concentration of power. The dualized domestic and foreign environment intensifies the trend of power concentration, and some of the powers "absorb" the supervisory power, which leads to the weakening or even inaction of the efficiency of the power supervision department. Starting with the difficult situation of supervision in our country, this paper explores the ways by which the power of the party and government can influence the supervision behavior and dispel the supervisory function under the current system, as a one-dimensional way to ensure the normal operation of the power. Supervisory power is influenced by both departmental interests and traditional political culture. The party and government power has partly eliminated the efficiency of the power supervision department in our country from the aspects of political power, economic interests and cultural psychology. How to solve the power supervision problem under the current system is the premise and guarantee of deepening the reform effectively.
