【摘要】：在全球化、網(wǎng)絡(luò)化、信息化環(huán)境下,移動互聯(lián)網(wǎng)、智能終端的快速滲透以及2015年“互聯(lián)網(wǎng)+”行動計劃的實施,政務(wù)微信、政務(wù)微博等新媒體飛速發(fā)展。作為新型的電子政務(wù)工具不僅蘊含著巨大的經(jīng)濟價值,而且更是提升政府治理能力的新平臺,對黨政機構(gòu)、社會組織、公民等在新環(huán)境下的信息交流與積極互動起到積極作用,為經(jīng)濟發(fā)展和社會進步提供更加有力的支撐。政務(wù)微信具有傳遞政務(wù)信息和提供公共服務(wù)的職能,在一定程度上方便了社會公眾對政務(wù)信息的獲取和公服務(wù)的需求。傳統(tǒng)的信息傳播方式、獲取途徑及服務(wù)內(nèi)容被迫進行改變創(chuàng)新,逐漸呈現(xiàn)出信息傳播大眾化、獲取途徑便捷化、服務(wù)內(nèi)容人性化的發(fā)展趨勢。我國信息化建設(shè)進程及信息技術(shù)的進一步發(fā)展,促使我國電子政務(wù)建設(shè)在轉(zhuǎn)變政府職能和提供公共服務(wù)起到了重要作用。而“互聯(lián)網(wǎng)+”戰(zhàn)略的提出踐行,更是為政務(wù)微信的發(fā)展帶來了發(fā)展契機。作為政務(wù)信息公開的新平臺和政務(wù)服務(wù)的新工具,使用政務(wù)微信進行政務(wù)信息傳遞和提供政務(wù)服務(wù),有利于多元治理主體的政治參與、有利于政府治理成本的降低、有利于政府輿情引導(dǎo)能力的提升及有利于區(qū)域化公共服務(wù)的提供。創(chuàng)新了社會管理模式,也是對我國服務(wù)型政府的一種現(xiàn)實需求。如何利用政務(wù)微信更好的建設(shè)服務(wù)型政府,如何確保政務(wù)微信的良性發(fā)展,成為一個值得研究和深思的問題。截至2016年底,山丹縣很多政務(wù)民生部門開通了政務(wù)微信,在傳遞政務(wù)信息、提供公共服務(wù)方面起到了一定的積極作用,由于主觀和客觀因素的制約,仍處于初級探索階段,多數(shù)政務(wù)微信的功能比較單一,停留在官辦信息傳遞階段,政務(wù)服務(wù)的服務(wù)能力比較弱。本文在理清政務(wù)微信的相關(guān)概念及理論,綜合我國政務(wù)微信目前的發(fā)展現(xiàn)狀與潛在價值,對山丹縣存在的兩種類型政務(wù)微信進行調(diào)查和研究,并結(jié)合網(wǎng)絡(luò)大數(shù)據(jù)分析平臺,重點分析了山丹縣比較具有代表性的三個政務(wù)微信。在實證的基礎(chǔ)上,歸納出山丹縣政務(wù)微信運營中存在角色定位、運營機制、交流服務(wù)、時間內(nèi)容及技術(shù)資金方面存在的問題,最后針對山丹縣政務(wù)微信存在的問題,結(jié)合政務(wù)微信職能完善功能健全發(fā)展水平高地區(qū)的建設(shè)經(jīng)驗,提出完善山丹縣政務(wù)微信發(fā)展的策略,希望本研究有助于促進山丹縣政務(wù)微信的健康、有序、良性發(fā)展,給政務(wù)微信廣闊的發(fā)展前景提供可借鑒的價值。
[Abstract]:In the environment of globalization, networking and information, the rapid penetration of mobile Internet and intelligent terminals, and the implementation of the action plan of "Internet" in 2015, the new media such as Government WeChat, Government Weibo and other new media are developing rapidly. As a new type of e-government tool, it not only contains great economic value, but also is a new platform to enhance the governance ability of the government. It plays a positive role in the information exchange and positive interaction between the party and government organizations, social organizations, citizens and so on under the new environment. To provide more powerful support for economic development and social progress. Government WeChat has the function of transmitting government affairs information and providing public service, which to some extent facilitates the public to obtain government information and the demand of public service. The traditional way of information dissemination, the way of obtaining and the content of service are forced to change and innovate, and gradually present the trend of popularization of information dissemination, easy access and humanization of service content. The process of information construction and the further development of information technology in China promote the construction of e-government in the transformation of government functions and the provision of public services play an important role. The implementation of the Internet strategy has brought the development opportunity for the development of government WeChat. As a new platform for government information disclosure and a new tool for government affairs service, the use of government WeChat to transmit government information and provide government affairs services is conducive to the political participation of multiple governance subjects and to the reduction of government governance costs. It is beneficial to the promotion of public opinion and the provision of regional public services. The innovation of social management model is also a practical demand for the service-oriented government in our country. How to make use of the government WeChat to build a better service-oriented government, how to ensure the benign development of government WeChat has become a problem worth studying and pondering. By the end of 2016, many government and people's livelihood departments in Shandan County had opened government affairs WeChat, which had played a positive role in transmitting government affairs information and providing public services. Due to the constraints of subjective and objective factors, they were still in the initial stage of exploration. The function of most government WeChat is single, staying at the stage of official information transmission, and the service ability of government service is weak. This paper clarifies the related concepts and theories of government WeChat, synthesizes the current development status and potential value of government WeChat in China, investigates and studies the two types of government WeChat in Shandan County, and combines with the network big data analysis platform. Focus on the analysis of three representative Shandan County government WeChat. On the basis of empirical analysis, this paper sums up the problems of role orientation, operation mechanism, communication service, time content and technical fund in the operation of Shandan government WeChat. Finally, the problems of Shandan government WeChat are pointed out. Based on the experience of government WeChat with perfect function and high level of development, this paper puts forward the strategies to improve the development of government WeChat in Shandan County, and hopes that this study will help to promote the healthy, orderly and benign development of government WeChat in Shandan County. To government WeChat broad development prospects to provide reference value.
