【摘要】：網(wǎng)絡(luò)問政是政府與民眾通過互聯(lián)網(wǎng)有問有答的過程,是公民參與政治、政府問計于民的新方式,為公眾參與政治營造了良好的空間,提高了民眾政治參與的能力與興趣,還對公眾參與政治的途徑實現(xiàn)了突破,已成為中國民主政治發(fā)展的新途徑。阜新市是舉世聞名的煤電之城。該市城市化水平較高,近年來互聯(lián)網(wǎng)在該市的發(fā)展勢頭良好,網(wǎng)絡(luò)覆蓋率和網(wǎng)民在市民中的比重居于遼寧省前列,這為該市網(wǎng)絡(luò)問政的出現(xiàn)提供了可能；同時,阜新市也是我國首個資源型枯竭城市轉(zhuǎn)型試點城市。由于煤炭資源的枯竭和開采難度的加大,當(dāng)?shù)亟?jīng)濟社會發(fā)展模式與產(chǎn)業(yè)結(jié)構(gòu)亟需轉(zhuǎn)型,而在轉(zhuǎn)型過程中,難免會產(chǎn)生陣痛,涌現(xiàn)大量的民生問題,這使該市網(wǎng)絡(luò)問政的發(fā)展顯得更有意義。本文以阜新市政府網(wǎng)絡(luò)問政為具體研究對象,闡述了阜新市網(wǎng)絡(luò)問政工作的基本概況,通過實地調(diào)研及訪談,發(fā)現(xiàn)阜新市網(wǎng)絡(luò)問政工作中存在形式主義、工作人員素質(zhì)不高、網(wǎng)民互動性較弱等問題,深入探討存在問題的原因,即思想觀念存在誤區(qū)、培訓(xùn)體系不完善、配套責(zé)任機制不健全及對問政平臺建設(shè)關(guān)注不夠。針對目前現(xiàn)狀,并借鑒對國內(nèi)外網(wǎng)絡(luò)問政發(fā)展的先進經(jīng)驗,分別在指導(dǎo)思想、平臺建設(shè)、實施機構(gòu)、運行機制以及培訓(xùn)考核體系等多方面進行方案設(shè)計,并分析該方案的可行性、預(yù)期效果與可能付出的代價；最后,為了保障阜新市網(wǎng)絡(luò)問政推進方案得以順利實施,提出加強政府能力建設(shè)、打造高效問政平臺及提高公民素質(zhì)與參與能力等保障措施,以其推動方案的順利落實與阜新市網(wǎng)絡(luò)問政的發(fā)展。
[Abstract]:Internet politics is a process in which the government and the public have questions and answers through the Internet. It is a new way for the government to participate in politics and the government plans for the people. It has created a good space for the public to participate in politics, and has improved the ability and interest of the people to participate in politics. It has also made a breakthrough in the way of public participation in politics and has become a new way for the development of democratic politics in China. Fuxin is a world-famous city of coal and electricity. The city has a high level of urbanization, the Internet has developed well in the city in recent years, the network coverage rate and the proportion of Internet users among the citizens in Liaoning Province are among the top in Liaoning Province, which provides the possibility for the emergence of the city's network politics; at the same time, Fuxin City is also the first resource-exhausted city transition pilot city. Because of the depletion of coal resources and the increasing difficulty of mining, the local economic and social development model and industrial structure urgently need to be transformed, and in the process of transformation, it will inevitably produce labor pains, and a large number of livelihood problems will emerge. This makes the development of network administration of the city more meaningful. This paper takes the government of Fuxin city as the concrete research object, expounds the basic situation of the network political affairs work in Fuxin city. Through the field investigation and interview, it is found that there is formalism and the quality of the staff is not high in the network political question work of Fuxin city. This paper probes into the causes of the problems, such as the misunderstanding of ideology, the imperfection of training system, the imperfection of supporting responsibility mechanism, and the insufficient attention to the construction of political platform. Aiming at the present situation, and drawing lessons from the advanced experience in the development of network administration at home and abroad, the scheme design is carried out in many aspects, such as guiding ideology, platform construction, implementation organization, operation mechanism and training and assessment system, etc. The feasibility, expected effect and possible cost of the program are analyzed. Finally, in order to ensure the successful implementation of the network policy promotion program in Fuxin, it is proposed to strengthen the government capacity building. In order to promote the smooth implementation of the program and the development of Fuxin network administration, we should build an effective platform for political administration and improve the citizen's quality and ability to participate in it.
