【摘要】：城市管理執(zhí)法是我國在對城市治理領(lǐng)域的全新改革措施,是我國現(xiàn)行行政管理體制的一項重大改革。唐山市路北區(qū)是較早開展城市執(zhí)法管理實踐的單位,作為基層城市管理執(zhí)法部門,曾在城市管理方面做出了比較突出的貢獻(xiàn),但同時也遇到了機(jī)制運行不暢、執(zhí)法力量不足、科技管理水平不高、暴力抗法時有發(fā)生等實際問題和困難,本文結(jié)合當(dāng)前的社會發(fā)展形勢對其進(jìn)行深入研究,力求給路北區(qū)城市管理工作解決實際問題和困難提供行政管理方面的理論支持和對策,促進(jìn)和諧社會的發(fā)展。本文的研究內(nèi)容主要包括：首先,論文詳細(xì)闡述了課題研究的背景與意義,同時對國內(nèi)外已有的關(guān)于城市執(zhí)法工作的理論學(xué)說進(jìn)行了系統(tǒng)回顧,梳理了國內(nèi)外學(xué)者的相關(guān)研究成果,基于此對相關(guān)文獻(xiàn)進(jìn)行了簡單的概括和總結(jié),指出當(dāng)前理論研究中可能存在的不足之處,這同時也是本文研究的著力點。其次,以唐山市路北區(qū)城市執(zhí)法管理工作為研究對象,詳細(xì)剖析其管理隊伍人員構(gòu)成情況、管理機(jī)構(gòu)職能及職責(zé)分工、管理業(yè)務(wù)流程、執(zhí)法管理制度與模式管理現(xiàn)狀,在此基礎(chǔ)上指出唐山市路北區(qū)城市執(zhí)法管理存在問題。再次,系統(tǒng)歸納了國內(nèi)外城市執(zhí)法管理的實踐與經(jīng)驗,如國外美國、新加坡、日本等發(fā)達(dá)國家的城市管理執(zhí)法實踐,同時也引入了我國北京、上海、天津等地的先進(jìn)管理經(jīng)驗,從而為唐山市路北區(qū)的城市執(zhí)法管理工作提供借鑒。最后,基于上述分析,從組織建設(shè)、機(jī)制完善、績效評價體系構(gòu)建、執(zhí)法隊伍完善以及平臺技術(shù)提升等幾個方面提出唐山路北區(qū)城市執(zhí)法管理問題治理對策。
[Abstract]:The law enforcement of urban management is a new reform measure in the field of urban governance in our country, and it is a major reform of the current administrative system of our country. The Lubei District of Tangshan City was the unit that carried out the practice of urban law enforcement earlier. As a grass-roots urban management law enforcement department, it has made outstanding contributions to urban management, but at the same time, it has also encountered a lack of smooth operation of the mechanism and insufficient law enforcement power. The management level of science and technology is not high, the violent resistance law often occurs and so on practical problems and difficulties, this article combines the current social development situation to carry on the thorough research to it, In order to promote the development of harmonious society, the author tries to provide theoretical support and countermeasures for the urban management in Lubei District to solve the practical problems and difficulties. The main research contents of this paper are as follows: firstly, the background and significance of the research are described in detail. At the same time, the existing theories about urban law enforcement at home and abroad are reviewed systematically. Combing the relevant research results of domestic and foreign scholars, based on this, the related literature is briefly summarized and summarized, pointing out the possible deficiencies in the current theoretical research, which is also the focus of this study. Secondly, taking the urban law enforcement and management work in Lubei District of Tangshan City as the research object, this paper analyzes in detail the composition of the management team, the division of functions and responsibilities of the management organization, the management business process, the law enforcement management system and the current situation of the mode management. On this basis, points out that there are problems in urban law enforcement management in Lubei District, Tangshan City. Thirdly, this paper systematically summarizes the practice and experience of urban law enforcement management at home and abroad, such as the practice of urban management law enforcement in developed countries such as the United States, Singapore, Japan and other developed countries. At the same time, it also introduces the advanced management experience of Beijing, Shanghai, Tianjin and other places in China. So as to provide reference for the city law enforcement management in Lubei District of Tangshan City. Finally, based on the above analysis, from the aspects of organization construction, mechanism improvement, performance evaluation system construction, law enforcement team improvement and platform technology improvement, the paper puts forward the countermeasures of Tangshan Lubei District urban law enforcement management.
