【摘要】：“建設(shè)生態(tài)文明，關(guān)系人民福祉。生態(tài)環(huán)境保護(hù)是功在當(dāng)代、利在千秋的事業(yè)�！边@是中共中央總書記習(xí)近平，在2014年2月組織中共中央政治局就大力推進(jìn)生態(tài)文明建設(shè)進(jìn)行第六次集體學(xué)習(xí)時強(qiáng)調(diào)的。以2012年11月黨的十八大成功召開為歷史起點，“大力推進(jìn)生態(tài)文明建設(shè)”的戰(zhàn)略決策被我黨提出，并被人民群眾廣泛熟知和認(rèn)可。我國工業(yè)革命飛速發(fā)展帶來經(jīng)濟(jì)飛躍、科技進(jìn)步的同時，人類生存環(huán)境面臨前所未有的破壞，能源資源遭遇承載力的最大極限，以此為背景，十八大報告提出了生態(tài)文明建設(shè)的戰(zhàn)略決策。 生態(tài)環(huán)境遭遇如此嚴(yán)峻的威脅，政府這只“有形的手”沒有做出合理有效的調(diào)控是很重要的因素之一。企業(yè)在面對經(jīng)濟(jì)效益和社會效益時，會直接選擇經(jīng)濟(jì)效益，而置環(huán)境破壞于不顧，這是企業(yè)在市場經(jīng)濟(jì)調(diào)控下所導(dǎo)致的。而政府干預(yù)沒有發(fā)揮作用，更加劇了這個結(jié)果。生態(tài)環(huán)境保護(hù)方面的政府干預(yù)是指政府在履行社會職責(zé)中的生態(tài)職能。然而，長期以來政府在經(jīng)濟(jì)發(fā)展和生態(tài)環(huán)境的抉擇問題上，往往偏向了前者。因此，政府在生態(tài)職責(zé)的履行上以及政府職能的轉(zhuǎn)變上就需要下很大的功夫，通過對生態(tài)職責(zé)的建設(shè)和生態(tài)管理的完善，切實加強(qiáng)生態(tài)方面的保護(hù)和恢復(fù)工作，改善人民群眾的生活環(huán)境。 山西省是我國重要的煤炭基地，也是重要的能源和重化工基地，能源給山西帶巨大經(jīng)濟(jì)效益的同時，也帶來了產(chǎn)業(yè)結(jié)構(gòu)單一化、資源浪費(fèi)嚴(yán)重、生態(tài)承載力大等嚴(yán)峻的問題。因此，轉(zhuǎn)型發(fā)展的進(jìn)一步推進(jìn)迫在眉睫，政府在山西省轉(zhuǎn)型發(fā)展中履行的責(zé)任也應(yīng)進(jìn)一步突出和加強(qiáng)，尤其在生態(tài)責(zé)任方面，應(yīng)該付諸于更多的努力和實踐。 本文通過對政府職能、生態(tài)文明建設(shè)以及可持續(xù)發(fā)展理論的綜合運(yùn)用，將社會發(fā)展中政府的作用進(jìn)行了相關(guān)的分析和考量，同時指出了政府在經(jīng)濟(jì)社會發(fā)展上觀念的轉(zhuǎn)變以及在社會責(zé)任中履行生態(tài)責(zé)任的重要意義，最后還提出了政府在發(fā)展經(jīng)濟(jì)時應(yīng)該注重主導(dǎo)作用的發(fā)揮、循環(huán)可持續(xù)經(jīng)濟(jì)的發(fā)展、經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和生態(tài)文明的構(gòu)建。以此為基礎(chǔ)，本文還對山西省的資源型特征、國家發(fā)展中的地位和其形成原因做了分析，整合了山西省作為典型資源型地區(qū)在轉(zhuǎn)型發(fā)展上的主要做法和成果以及幾年來山西省在這一方面的經(jīng)驗，同時對其面臨的主要瓶頸做了梳理。通過對山西省的過去和現(xiàn)狀的分析，提出了山西省政府在政府職能上所需做的改變，，指出在轉(zhuǎn)型發(fā)展中要做整體考慮，需做好能源供應(yīng)基地和保證國家能源安全的同時對轉(zhuǎn)型發(fā)展做出宏觀部署。同時還應(yīng)該對國外地區(qū)的先進(jìn)經(jīng)驗和教訓(xùn)廣泛參照和借鑒，以實現(xiàn)政府從容履行生態(tài)責(zé)任，最終推動山西省轉(zhuǎn)型發(fā)展。
[Abstract]:"the building of ecological civilization has a bearing on the well-being of the people. Ecological environmental protection is a cause of merit in the present age and benefit in the years to come. " This was emphasized by Xi Jinping, general secretary of the CPC Central Committee, when he organized the political Bureau of the CPC Central Committee in February 2014 for the sixth collective study on vigorously promoting the construction of ecological civilization. With the successful convening of the 18th National Congress of the Party in November 2012 as the historical starting point, the strategic decision of "vigorously promoting the construction of ecological civilization" was put forward by our Party and widely known and recognized by the people. The rapid development of the industrial revolution in China has brought about economic leaps and bounds. At the same time, with the progress of science and technology, human beings are facing unprecedented destruction of their living environment and the greatest limit of the carrying capacity of energy and resources. Against this background, The report of the 18 th National Congress put forward the strategic decision of ecological civilization construction. Such a serious threat to the ecological environment is one of the most important factors that the government's "tangible hand" fails to make reasonable and effective regulation. In the face of economic and social benefits, enterprises will directly choose economic benefits, and ignore the environmental damage, which is caused by enterprises under the control of market economy. And government intervention did not work, exacerbating the result. Government intervention in ecological environment protection refers to the ecological function of government in performing social duties. However, for a long time, the government has been biased in the choice of economic development and ecological environment. Therefore, the government needs to make great efforts to fulfill its ecological responsibilities and transform its functions. Through the construction of ecological responsibilities and the improvement of ecological management, the government should strengthen the ecological protection and restoration work. Improve the living environment of the people. Shanxi Province is an important coal base of our country, is also an important energy and heavy chemical base, energy brings great economic benefits to Shanxi, but also brings about serious problems such as single industrial structure, serious waste of resources, large ecological carrying capacity and so on. Therefore, it is urgent to further promote the transformation and development, and the responsibility of the government in the transformation and development of Shanxi Province should be further highlighted and strengthened, especially in the aspect of ecological responsibility, which should be put into more efforts and practice. Through the comprehensive application of the function of government, the construction of ecological civilization and the theory of sustainable development, this paper analyzes and considers the role of government in social development. At the same time, the paper points out the important significance of the change of government's concept in economic and social development and the importance of carrying out ecological responsibility in social responsibility. Finally, it points out that the government should pay attention to the exertion of leading role and the sustainable development of circular economy when developing economy. The adjustment of economic industrial structure and the construction of ecological civilization. On the basis of this, this paper also analyzes the characteristics of resource type in Shanxi Province, the status of national development and the reasons for its formation. This paper integrates the main methods and achievements of Shanxi Province's transformation and development as a typical resource-based region, and the experience of Shanxi Province in this respect in recent years. At the same time, it combs the main bottleneck faced by Shanxi Province. Based on the analysis of the past and present situation of Shanxi Province, this paper puts forward the necessary changes in the government functions of Shanxi Provincial Government, and points out that the overall consideration should be made in the process of transformation and development. Need to do a good energy supply base and ensure national energy security at the same time to make macro-deployment of transformation and development. At the same time, the advanced experiences and lessons of foreign regions should be widely referenced and used for reference, so as to realize the government to fulfill its ecological responsibility calmly and finally promote the transformation and development of Shanxi Province.
