【摘要】：當(dāng)前,我國的城鎮(zhèn)化正在快速發(fā)展,“城市病”也隨著城市的不斷擴(kuò)張涌現(xiàn)在各地。為有效解決城市在快速發(fā)展中遇到的這一難題,實(shí)現(xiàn)科學(xué)、和諧、可持續(xù)發(fā)展,建設(shè)智慧城市已被各地政府提上了議事日程,在可預(yù)見的將來,這是不可逆轉(zhuǎn)的時(shí)代趨勢(shì)。智慧城市的主體是城市,而城市的主體是人,也就是市民。本質(zhì)上應(yīng)該是需要城市主體能夠感受到智慧。那么,智慧的城市運(yùn)行機(jī)制,就是需要有包含各種城市因素的龐大信息庫,并將這些信息通過先進(jìn)的管理和運(yùn)營機(jī)制進(jìn)行組織、管理,進(jìn)而提供高效的服務(wù)。在智慧城市建設(shè)背景下,在京津冀協(xié)同發(fā)展戰(zhàn)略的引領(lǐng)下,唐山市如何做好智慧城市建設(shè),相關(guān)政府如何做好公共服務(wù)體系建設(shè),成為日益重要的內(nèi)容,也是相關(guān)部門領(lǐng)導(dǎo)必須重要的任務(wù)。因此,本文將在智慧城市建設(shè)背景下,以唐山市為例,結(jié)合公共服務(wù)體系建設(shè)內(nèi)容,為唐山市公共服務(wù)體系建設(shè)提出改進(jìn)意見和策略,明晰將來的發(fā)展路徑和基本方向。第1章,緒論。主要在回歸國內(nèi)外研究成果的基礎(chǔ)上,指導(dǎo)本研究的深入開展。主要是回顧智慧城市建設(shè)和公共服務(wù)體系建設(shè)兩方面的內(nèi)容。通過對(duì)學(xué)者研究成果的回顧,對(duì)智慧城市建設(shè)和公共服務(wù)體系建設(shè)有了更加深刻的認(rèn)識(shí)和了解,為下文論文的開展打下堅(jiān)實(shí)的基礎(chǔ)。第2章,相關(guān)概念和理論基礎(chǔ)。主要是對(duì)智慧城市建設(shè)和公共服務(wù)體系、政府公共服務(wù)相關(guān)內(nèi)容進(jìn)行闡述,明確基本概念,了解基本理論知識(shí),為論文的進(jìn)一步研究埋下伏筆和基本的知識(shí)職稱。第3章,唐山市智慧城市建設(shè)和政府公共服務(wù)現(xiàn)狀分析,主要是借鑒在SWOT方法分析的基礎(chǔ)理論支撐上,深入的分析唐山市智慧城市建設(shè)和政府公共服務(wù)體系面臨的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅,以期發(fā)現(xiàn)存在的問題,并有針對(duì)性的選擇合適大解決方法和引導(dǎo)思路。第4章,唐山市智慧城市建設(shè)和政府公共服務(wù)體系發(fā)展戰(zhàn)略。主要從樹立智慧城市發(fā)展理念和加大智慧城市建設(shè)投入資金、提高政府公共服務(wù)效率和擴(kuò)展政府公共服務(wù)內(nèi)容等方面給以戰(zhàn)略引領(lǐng)和支撐,重要的是在智慧城市建設(shè)背景下,構(gòu)建智慧型公共服務(wù)平臺(tái)。第5章,智慧城市建設(shè)背景下唐山市公共服務(wù)體系優(yōu)化路徑。主要是結(jié)合唐山第6章市實(shí)際發(fā)展?fàn)顩r,結(jié)合其他地區(qū)智慧城市建設(shè)和政府公共服務(wù)體系的發(fā)展?fàn)顩r,提出合理的發(fā)展路徑,使得唐山市政府公共服務(wù)能夠真正做到位人民服務(wù),讓人民滿意。
[Abstract]:At present, urbanization is developing rapidly in our country. In order to effectively solve this difficult problem in the rapid development of cities and realize scientific, harmonious and sustainable development, the construction of intelligent cities has been put on the agenda by local governments. In the foreseeable future, this is an irreversible trend of the times. The main body of the intelligent city is the city, and the main body of the city is the man, that is, the citizen. In essence, it is necessary for the urban subject to feel the wisdom. Then, the intelligent city operation mechanism needs to have a huge information base which contains all kinds of urban factors, and organize and manage the information through advanced management and operation mechanism, and then provide efficient service. In the context of the construction of a wise city, under the guidance of the coordinated development strategy between Beijing, Tianjin and Hebei, how to do a good job in the construction of a wise city in Tangshan City and how to do a good job in the construction of the public service system by the relevant government have become increasingly important contents. It is also an important task for relevant department leaders. Therefore, in the context of the construction of intelligent city, taking Tangshan City as an example and combining the content of public service system construction, this paper puts forward some suggestions and strategies for the construction of public service system in Tangshan City, and clarifies the development path and basic direction in the future. Chapter 1, introduction. On the basis of returning to domestic and foreign research results, this study is guided by the in-depth development. It mainly reviews the construction of intelligent city and the construction of public service system. By reviewing the research results of scholars, we have a deeper understanding and understanding of the construction of intelligent cities and public service system, and lay a solid foundation for the development of the following papers. Chapter 2, related concepts and theoretical basis. It is mainly about the construction of intelligent city and the public service system, the related contents of the government public service, the clear basic concept, the understanding of the basic theory knowledge, the foreshadowing and the basic knowledge title for the further research of the thesis. The third chapter, Tangshan wisdom city construction and the government public service present situation analysis, is mainly uses for reference in the SWOT method analysis foundation theory support, in-depth analysis Tangshan wisdom city construction and the government public service system faces the superiority, the inferiority. Opportunities and threats in order to identify existing problems, and targeted choice of appropriate solutions and guiding ideas. Chapter 4, the construction of Tangshan City of Wisdom and the development strategy of government public service system. It mainly provides strategic guidance and support from the aspects of setting up the concept of intelligent city development and increasing investment in the construction of intelligent city, improving the efficiency of government public service and expanding the content of government public service. The important point is that in the context of the construction of intelligent city, Construct intelligent public service platform. Chapter 5, the optimization path of Tangshan public service system under the background of intelligent city construction. Mainly combining with the actual development of Tangshan Chapter 6, combining with the development of the intelligent city construction and the government public service system in other regions, the paper puts forward the reasonable development path. Make Tangshan municipal government public service can really do in place the people service, let the people satisfied.
