【摘要】：隨著我國社會經(jīng)濟(jì)的高速發(fā)展,反腐倡廉建設(shè)越來越受到社會的關(guān)注。如何更為科學(xué)有效地防治腐敗,建設(shè)廉潔高效的政府,不僅是當(dāng)前廣大人民群眾的熱切期盼,更是時代發(fā)展和社會進(jìn)步的客觀要求�？梢哉f在過去的30年黨政府致力于經(jīng)濟(jì)體制改革,政治體制改革嚴(yán)重滯后,長期以來,我們形成了一腿長、一腿短、一手硬、一手軟的局面,這樣跛腳前行的30年,造成了腐敗易發(fā)多發(fā)滋生蔓延,干群關(guān)系疏離黨群關(guān)系緊張,那么政治體制如何改革呢?黨的十八大報告中明確提出,要建立健全權(quán)力運(yùn)行和制約體系,堅持用制度管權(quán)管事管人,保障人民群眾的知情權(quán)、表達(dá)權(quán)和監(jiān)督權(quán),是權(quán)力正確運(yùn)行的重要保障。這無疑是給予我國建立和完善相關(guān)制度的一個重要信號。領(lǐng)導(dǎo)干部公開財產(chǎn),是領(lǐng)導(dǎo)干部取信于民,政治制度取信于民的最基本要件。近幾年來有關(guān)公領(lǐng)導(dǎo)干部開財產(chǎn)的呼聲日益強(qiáng)烈,但是,這一進(jìn)程的推進(jìn)遠(yuǎn)低于人們的預(yù)期,整體性的制度化建設(shè)仍未見真章。本文是在以我國領(lǐng)導(dǎo)干部的財產(chǎn)公示制度為研究基礎(chǔ)分析財產(chǎn)公示制度之完善,進(jìn)而論證了領(lǐng)導(dǎo)干部財產(chǎn)制度完善的合理性和科學(xué)性。本研究共分為五個部分:第一部分是文章的緒論部分,在這一部分我們主要對整個研究的研究背景及意義、相關(guān)課題的國內(nèi)外研究現(xiàn)狀做了一個基本的梳理介紹,以及整個研究思路及方法、研究的創(chuàng)新點(diǎn)及不足進(jìn)行講述。第二章對我國領(lǐng)導(dǎo)干部財產(chǎn)公示制度的現(xiàn)狀和存在的問題進(jìn)行了論述。第三章是對我國領(lǐng)導(dǎo)干部財產(chǎn)公示制度提出了具體的完善對策,主要從制度的規(guī)范、制度的路徑建設(shè)以及制度的道德建設(shè)著手完善。第四章是完善對策的論證,依次從制度的規(guī)范、制度的路徑建設(shè)以及制度的道德建設(shè)的合理性和科學(xué)性兩個方面論證的。第五章為全文的總結(jié),主要是對上文的研究進(jìn)行總結(jié),并對未來研究提出相應(yīng)的展望。
[Abstract]:With the rapid development of social economy, the construction of anti-corruption has been paid more and more attention. How to prevent and control corruption more scientifically and effectively and how to build a clean and efficient government is not only the eager expectation of the broad masses of the people, but also the objective requirement of the development of the times and social progress. It can be said that in the past 30 years, the party and government have devoted themselves to the reform of the economic system, and the reform of the political system has lagged behind seriously. For a long time, we have formed a situation of one leg long, one leg short, one hand hard and one hand soft. As a result of the corruption prone to frequent breeding and spread, the relationship between the cadres and the masses is alienated from the Party and the masses, so how to reform the political system? In the report of the 18th National Congress of the Communist Party of China, it was clearly pointed out that it is an important guarantee for the correct operation of power to establish and perfect the system of power operation and restriction, to insist on using the system to manage affairs and people, to ensure the people's right to know, to express and to supervise. This is undoubtedly to give our country to establish and perfect the relevant system an important signal. It is the most basic element for leading cadres to open their property to the people and the political system to trust the people. In recent years, there are more and more calls for Guan Gong's leading cadres to open up their property. However, the progress of this process is far below people's expectation, and the systematization construction of the whole is still not true. This paper analyzes the perfection of the property publicity system based on the property publicity system of the leading cadres in China, and then proves the rationality and scientific nature of the property publicity system of the leading cadres. This research is divided into five parts: the first part is the introduction of the article. In this part, we mainly introduce the research background and significance of the whole research, the domestic and foreign research status of related topics. And the whole research ideas and methods, innovative points and shortcomings of the study are described. The second chapter discusses the present situation and existing problems of the property publicity system of leading cadres in China. The third chapter is to put forward the concrete consummation countermeasure to our country's leading cadre property publicity system, mainly from the system standard, the system path construction as well as the system morals construction starts to consummate. The fourth chapter is the demonstration of perfect countermeasure, which is demonstrated from two aspects: the regulation of the system, the path construction of the system and the rationality and scientificity of the moral construction of the system. The fifth chapter is the summary of the full text, mainly summarizes the above research, and puts forward the corresponding prospect to the future research.
