【摘要】：交易成本作為行政審批制度改革過程中的"摩擦力",制約著深化行政審批制度改革的進(jìn)程,界定行政審批制度改革中的交易成本,建立相關(guān)機(jī)制把交易成本限定在最小范圍,是有效推動行政審批制度改革的著力點。因此,深化行政審批制度改革首先以行政審批制度本身和公務(wù)人員兩個行為主體為切入點,明確其交易成本產(chǎn)生的關(guān)鍵誘因,其次在此基礎(chǔ)之上對交易成本進(jìn)行精細(xì)化分析,鑒別必要交易成本與非必要交易成本的類別,最后通過建立相關(guān)機(jī)制最小化維持必要交易成本,最大化削減非必要交易成本,進(jìn)而為深化行政審批制度改革提供新的研究視角和理論支持。
[Abstract]:Transaction cost, as the "friction" in the reform of the administrative examination and approval system, restricts the process of deepening the reform of the administrative examination and approval system, defines the transaction cost in the reform of the administrative examination and approval system, and establishes the relevant mechanism to limit the transaction cost to the minimum range. Is the effective promotion of the reform of the administrative examination and approval system focus. Therefore, in order to deepen the reform of the administrative examination and approval system, first of all, taking the administrative examination and approval system itself and the public servants as the starting point, the paper clarifies the key inducement of its transaction cost, and then makes a detailed analysis of the transaction cost on this basis. The necessary transaction cost and the non-essential transaction cost are classified. Finally, the necessary transaction cost is minimized by establishing relevant mechanism, and the non-essential transaction cost is maximized and reduced. Then it provides a new research angle and theoretical support for deepening the reform of administrative examination and approval system.
