【摘要】：電子政務(wù)建設(shè)是今后一段時(shí)期內(nèi)政府部門改革和創(chuàng)新的重點(diǎn)之一。通過發(fā)展電子政務(wù),能夠搭建政府部門與民眾良性互動的橋梁,提高政務(wù)透明度,提升部門管理和服務(wù)水平。本課題正是在國家政府部門大力推進(jìn)電子政務(wù)建設(shè)的這一大背景下,運(yùn)用公共管理電子政務(wù)建設(shè)的基本理論,借鑒國內(nèi)外電子政務(wù)建設(shè)相關(guān)理論,分析佛山出入境邊防檢查電子政務(wù)的發(fā)展現(xiàn)狀和存在問題,提出符合實(shí)際的有針對性的解決和完善措施,以期為佛山市出入境邊防檢查電子政務(wù)建設(shè)發(fā)展中的合理定位提供一些具有參考價(jià)值的意見和建議。本文采用的研究方法主要包括文獻(xiàn)檢索法、比較分析法和調(diào)研法等三種方法,對佛山市出入境邊防檢查電子政務(wù)建設(shè)相關(guān)數(shù)據(jù)進(jìn)行搜集和分析,以便了解掌握其建設(shè)現(xiàn)狀,為分析其存在問題而提供依據(jù)。借鑒京滬深出入境邊防檢查電子政務(wù)建設(shè)的經(jīng)驗(yàn),從提升電子政務(wù)建設(shè)意識、實(shí)現(xiàn)電子政務(wù)信息的最大透明化和公開化、強(qiáng)化績效評估、做好電子政務(wù)建設(shè)人才保障和推動公眾參與等五個(gè)方面,來解決其電子政務(wù)建設(shè)中存在的問題。同時(shí),本文借鑒學(xué)習(xí)型組織建設(shè)理論,著力解決提升電子政務(wù)建設(shè)意識的問題,并引入強(qiáng)化首席信息官(CIO)制度,優(yōu)化邊檢系統(tǒng)技術(shù)專業(yè)人才隊(duì)伍建設(shè),旨在為今后佛山市出入境邊防檢查電子政務(wù)建設(shè)尋求一種新思路,從而促進(jìn)電子政務(wù)在契合服務(wù)型邊防檢查機(jī)關(guān)建設(shè)的方向發(fā)展,發(fā)揮其應(yīng)有的作用。
[Abstract]:E-government construction is one of the key points of government reform and innovation in the future. Through the development of e-government, it can build the bridge between government departments and people, improve the transparency of government affairs, and enhance the level of department management and service. This topic is in the national government department vigorously promotes the electronic government affairs construction under this one big background, uses the public management electronic government affairs construction the basic theory, draws lessons from the domestic and foreign electronic government affairs construction correlation theory, This paper analyzes the present situation and existing problems of Foshan frontier defense inspection E-government, and puts forward corresponding solutions and consummation measures, which are in line with the actual situation. In order to provide some valuable advice and suggestions for Foshan immigration frontier inspection in the development of electronic government construction and development of reasonable positioning. The research methods used in this paper mainly include literature retrieval method, comparative analysis method and investigation method, to collect and analyze the data related to the construction of electronic government affairs of entry and exit border inspection in Foshan City, in order to understand and master the present situation of its construction. It provides the basis for analyzing the existing problems. Based on the experience of Beijing, Shanghai and Shenzhen border defense inspection, this paper aims to enhance the awareness of E-government construction, to realize the greatest transparency and openness of e-government information, and to strengthen performance evaluation. In order to solve the problems existing in the construction of e-government, we should do a good job of ensuring talents and promoting public participation in the construction of e-government. At the same time, using the theory of learning organization construction for reference, this paper tries to solve the problem of raising the consciousness of E-government construction, and introduces the system of strengthening CIO (Chief Information Officer) to optimize the construction of technical talents in border inspection system. The purpose of this paper is to seek a new way of thinking for the construction of E-government in Foshan City in the future, so as to promote the development of E-government in line with the construction of service-oriented frontier defense inspection organs, and to play its due role.
