【摘要】："鄰避"運(yùn)動反映了我國當(dāng)前公民社會的發(fā)育程度,它的發(fā)生有著制度層面和社會心理層面的原因,而政府又是觸發(fā)"鄰避"運(yùn)動的直接原因。"鄰避"運(yùn)動的解決,不能完全寄希望于協(xié)商民主和公民社會建設(shè),應(yīng)該以政府為支點(diǎn)來尋求"鄰避"難題的解決之道,主要舉措是:建立健全相關(guān)法規(guī);增進(jìn)政府公信力,減少無效行政行為;政府重視加強(qiáng)和公眾的機(jī)制性對話,管控"官民"沖突風(fēng)險,提高社會協(xié)同度。
[Abstract]:The movement of "adjacent avoidance" reflects the development degree of the current civil society in our country. It has the cause of the institutional and social psychological aspects, and the government is the direct cause of the movement of "adjacent avoidance". The settlement of the "neighbouring" movement can not be completely hoped for the negotiation democracy and the construction of civil society, and the government should be taken as the fulcrum to seek the "neighbour". The main measures to solve the problem are to establish and improve the relevant laws and regulations, enhance the credibility of the government and reduce the invalid administrative behavior; the government attaches great importance to the institutional dialogue between the public and the public, controls the risk of the conflict between the officials and the people, and improves the social synergy.
