【摘要】：政府績效是行政管理學(xué)科領(lǐng)域研究的根節(jié)點,基本涵蓋了政府管理的關(guān)鍵問題。政府績效評估作為政府管理決策、業(yè)務(wù)流程再造與機構(gòu)職能轉(zhuǎn)變的有效抓手,已成為各級地方政府和學(xué)術(shù)界關(guān)注的熱點問題。近15年國內(nèi)政府績效評估領(lǐng)域的研究已取得豐碩成果,且已形成以高等院校為主的研究團隊,核心作者的研究影響力突出,但在領(lǐng)導(dǎo)干部績效考評、公共政策績效與公共項目績效評估等領(lǐng)域的研究明顯不足,政府績效評估領(lǐng)域的系統(tǒng)理論體系尚未成型,應(yīng)用性評估研究亟待加強。
[Abstract]:Government performance is the root of the research in the field of administration, which covers the key issues of government management. Government performance evaluation, as an effective grasp of government management decision, business process reengineering and organizational function transformation, has become a hot issue of local governments and academic circles at all levels. In the past 15 years, the research in the field of government performance evaluation in China has achieved fruitful results, and has formed a research team mainly in colleges and universities. The research influence of the core authors is prominent, but the research results of the leading cadres are evaluated. The research on public policy performance and public project performance evaluation is obviously insufficient, and the system theory system in the field of government performance evaluation has not yet taken shape, so the applied evaluation research needs to be strengthened.
