廣州市共享單車發(fā)展中政府責(zé)任研究

【摘要】:隨著人們生活水平的不斷提高,人們駕駛汽車出行的現(xiàn)象越來(lái)越普遍。汽車在方便人們出行的同時(shí)也帶來(lái)了一系列的問(wèn)題:嚴(yán)重的環(huán)境問(wèn)題、嚴(yán)重的交通擁堵問(wèn)題、過(guò)大的能源消耗、頻繁的交通事故、繁雜的社會(huì)問(wèn)題等等。鼓勵(lì)市民騎單車出行,可以有效緩解以上的各種問(wèn)題。但我國(guó)由政府主導(dǎo)發(fā)展的公共自行車系統(tǒng)從資產(chǎn)配置到運(yùn)營(yíng)模式上都存在巨大的缺陷:資產(chǎn)投入巨大、運(yùn)營(yíng)成本較高、自行車使用方便性不夠。而以摩拜、OFO等為代表的商業(yè)共享單車,給人們出行帶來(lái)方便的同時(shí),還通過(guò)商業(yè)運(yùn)營(yíng)和互聯(lián)網(wǎng)技術(shù)解決了公共自行車借還車不便、運(yùn)營(yíng)成本高昂等問(wèn)題。但是,在快速發(fā)展的背后,共享單車發(fā)展中面臨的問(wèn)題也逐漸顯露出來(lái),比如:亂停放或者占用其他停車位、自行車道不夠用、維護(hù)成本高、自行車人為損毀嚴(yán)重等等問(wèn)題,這些問(wèn)題在影響共享單車發(fā)展的同時(shí)也帶來(lái)了城市空間管理方面和行政執(zhí)法方面的問(wèn)題,僅靠企業(yè)自身解決是無(wú)法實(shí)現(xiàn)的,需要政府出臺(tái)相應(yīng)的政策和法規(guī),予以正確引導(dǎo)和支持。本文從治理理論入手,研究在共享單車發(fā)展中政府應(yīng)該如何發(fā)揮職能,支持共享單車的發(fā)展,并最終提出政府科學(xué)履行規(guī)范共享單車發(fā)展責(zé)任的有效方法和途徑。而本文研究的最終目標(biāo)是,通過(guò)對(duì)共享單車發(fā)展的問(wèn)題和對(duì)策研究,為進(jìn)一步研究政府全面發(fā)展自行車,為綠色可持續(xù)交通系統(tǒng)提供支持,推動(dòng)城市交通治理和規(guī)劃的發(fā)展。具體來(lái)說(shuō),本文主要從以下幾個(gè)部分來(lái)討論廣州市共享單車發(fā)展中的政府責(zé)任問(wèn)題。第一章緒論,闡述了本文選題的背景和意義,整理了國(guó)內(nèi)外的研究進(jìn)展,提出本文的研究方法和創(chuàng)新點(diǎn),解釋相關(guān)概念與理論基礎(chǔ)。第二章概括了共享單車發(fā)展中亟需解決的問(wèn)題。分析政府在共享單車發(fā)展中的必然性,提出政府在共享單車發(fā)展中的主導(dǎo)責(zé)任。第三章通過(guò)問(wèn)卷調(diào)查,分析廣州市共享單車發(fā)展中存在的問(wèn)題及成因,分別從共享單車使用者個(gè)別道德素質(zhì)低下、法律和安全意思薄弱、基礎(chǔ)設(shè)施配套不足、企業(yè)之間惡性競(jìng)爭(zhēng)、相關(guān)政策和法規(guī)不完善幾個(gè)方面來(lái)分析。第四章借鑒國(guó)內(nèi)外經(jīng)驗(yàn),主要是深圳市、成都市、上海市和廈門市政府在支持共享單車發(fā)展中的經(jīng)驗(yàn)借鑒。第五章針對(duì)第三章提出的問(wèn)題及成因,從填補(bǔ)政府缺位、糾正政府錯(cuò)位、加強(qiáng)宣傳教育,引導(dǎo)人民提高個(gè)人們提高道德素質(zhì)、強(qiáng)化政府監(jiān)管責(zé)任等幾個(gè)方面探討了共享單車發(fā)展中政府責(zé)任的具體對(duì)策。
[Abstract]:With the improvement of people's living standard, it is more and more common for people to drive cars. At the same time, automobile brings a series of problems, such as serious environmental problems, serious traffic congestion, excessive energy consumption, frequent traffic accidents, complicated social problems and so on. Encourage citizens to travel by bike, can effectively alleviate the above problems. However, the public bicycle system, which is developed by the government in China, has huge defects from asset allocation to operation mode: huge investment of assets, high operating cost and insufficient convenience of bicycle use. While the business sharing bicycle, such as mobike and OFO, brings convenience to people, it also solves the problems such as the inconvenience of public bicycle borrowing and returning vehicles and the high operating cost through commercial operation and Internet technology. However, behind the rapid development of shared bicycles, the problems faced in the development of shared bicycles have gradually emerged, such as random parking or occupation of other parking spaces, insufficient bicycle lanes, high maintenance costs, serious man-made damage to bicycles, and so on. These problems not only affect the development of shared bicycles, but also bring problems in urban space management and administrative law enforcement, which cannot be solved by the enterprises themselves, and need the government to issue corresponding policies and regulations. Give correct guidance and support. Starting with the theory of governance, this paper studies how the government should play its role in the development of shared cycling, support the development of shared bikes, and finally put forward the effective ways and means for the government to carry out the responsibility of developing shared bikes scientifically. The ultimate goal of this paper is to study the problems and countermeasures of the development of shared bicycles, to further study the overall development of bicycles by the government, to provide support for the green sustainable transportation system, and to promote the development of urban traffic governance and planning. Specifically, this paper discusses the government responsibility in the development of shared bicycles in Guangzhou from the following parts. The first chapter introduces the background and significance of this topic, summarizes the research progress at home and abroad, puts forward the research methods and innovations of this paper, and explains the related concepts and theoretical basis. The second chapter summarizes the problems that need to be solved in the development of shared bikes. This paper analyzes the inevitability of the government in the development of shared cycling, and puts forward the leading responsibility of the government in the development of shared cycling. The third chapter analyzes the problems and causes in the development of shared bicycles in Guangzhou by questionnaire, respectively from the low moral quality of shared bicycle users, weak legal and safety meaning, inadequate infrastructure, Vicious competition between enterprises, related policies and regulations are not perfect to analyze several aspects. The fourth chapter draws on the experience of Shenzhen, Chengdu, Shanghai and Xiamen municipal government in supporting the development of shared bicycles. The fifth chapter aims at the problems and causes of the third chapter, from filling the vacancy of the government, correcting the dislocation of the government, strengthening propaganda and education, guiding the people to improve the moral quality of the individual. This paper probes into the concrete countermeasures of government responsibility in the development of shared bicycle from several aspects, such as strengthening the responsibility of government supervision.
