【摘要】：政府公信力決定了政府的權(quán)威與合法性,提升政府公信力是世界各國(guó)執(zhí)政者孜孜不倦的追求目標(biāo)。網(wǎng)絡(luò)時(shí)代的到來(lái),給人們的生活帶來(lái)了極大的便利,也對(duì)政府公信力帶來(lái)了極大的挑戰(zhàn)。在網(wǎng)絡(luò)時(shí)代背景下,如何贏得人們的信任與支持,提升政府公信力,成為考驗(yàn)政府執(zhí)政能力的一大挑戰(zhàn)。因此,研究這一問(wèn)題具有一定的研究應(yīng)用價(jià)值。本文以網(wǎng)絡(luò)的快速發(fā)展和繁榮為背景,在界定網(wǎng)絡(luò)時(shí)代和政府公信力概念、特征的基礎(chǔ)上,探討了網(wǎng)絡(luò)時(shí)代給政府公信力帶來(lái)的積極影響和消極影響,并以“什邡事件”為例,對(duì)目前網(wǎng)絡(luò)時(shí)代政府公信力存在的問(wèn)題和深層原因進(jìn)行了分析,結(jié)合社會(huì)環(huán)境、政府和網(wǎng)絡(luò)管理等因素,提出了網(wǎng)絡(luò)時(shí)代如何提升政府公信力的對(duì)策建議。文章在結(jié)構(gòu)上共分為四章,其中:第一章為緒論;第二章為網(wǎng)絡(luò)時(shí)代的政府公信力概述;第三章為網(wǎng)絡(luò)時(shí)代的政府公信力問(wèn)題與原因分析;第四章為網(wǎng)絡(luò)時(shí)代提升政府公信力的對(duì)策。本文通過(guò)實(shí)證研究發(fā)現(xiàn),影響網(wǎng)絡(luò)時(shí)代政府公信力,主要存在政府信息不公開(kāi)引發(fā)公眾對(duì)政府的質(zhì)疑、忽視民意導(dǎo)致公眾對(duì)政府的不信任、危機(jī)處理能力不足導(dǎo)致公眾對(duì)政府的不滿(mǎn)、官員腐敗導(dǎo)致政府公信力下降等問(wèn)題。究其原因,主要是因?yàn)榇嬖谏鐣?huì)環(huán)境、政府和網(wǎng)絡(luò)等因素。據(jù)止,本文從加強(qiáng)政府能力建設(shè)和積極應(yīng)對(duì)網(wǎng)絡(luò)時(shí)代的挑戰(zhàn)兩個(gè)角度提出了網(wǎng)絡(luò)時(shí)代提升政府公信力的對(duì)策。主要包括轉(zhuǎn)變行政理念、完善制度建設(shè)、推進(jìn)政府依法行政、利用網(wǎng)絡(luò)平臺(tái)促進(jìn)公民參政議政、提升公民理性參與素質(zhì)、加強(qiáng)對(duì)網(wǎng)絡(luò)輿情的監(jiān)測(cè)與管理等。對(duì)指導(dǎo)通過(guò)網(wǎng)絡(luò)提升政府公信力有一定的指導(dǎo)意義。
[Abstract]:The credibility of the government determines the authority and legitimacy of the government. The arrival of network age brings great convenience to people's life, and also brings great challenge to the credibility of government. Under the background of the network era, how to win people's trust and support, enhance the credibility of the government, become a great challenge to test the ability of the government to govern. Therefore, the study of this problem has a certain value of research and application. Taking the rapid development and prosperity of the network as the background, on the basis of defining the concept and characteristics of the network era and the government's credibility, this paper discusses the positive and negative effects of the network age on the government's credibility, and takes the Shifang incident as an example. This paper analyzes the problems and deep causes of the credibility of the government in the network age, and puts forward some countermeasures and suggestions on how to enhance the credibility of the government in the network age by combining the social environment, the government and the network management, and so on. The structure of the article is divided into four chapters: the first chapter is the introduction, the second chapter is the overview of the credibility of the government in the network age, the third chapter is the analysis of the problems and reasons of the credibility of the government in the network age. The fourth chapter is the countermeasure of improving the government's credibility in the network age. Through empirical research, this paper finds that in the network era, the government's public trust is mainly caused by the fact that the government information is not open to the public, and the public's distrust of the government is caused by ignoring the public opinion. The lack of capacity to deal with the crisis has led to public dissatisfaction with the government, and corruption has led to a decline in the credibility of the government. The main reason is the existence of social environment, government and network and other factors. In this paper, the author puts forward the countermeasures to enhance the government's credibility in the network age from the perspectives of strengthening the government's capacity building and actively responding to the challenges of the network age. It mainly includes changing administrative idea, perfecting system construction, promoting government administration according to law, promoting citizens' participation in politics, enhancing citizen's rational participation in politics, strengthening monitoring and management of network public opinion, etc. To guide through the network to enhance the credibility of the government has certain guiding significance.
