理論、制度與現(xiàn)實:全球治理時代中國國家能力建設的三維審視

【摘要】:21世紀以來,全球治理日益成為國際政治領域一個倍受關注的重要領域。作為一個新興大國,中國的崛起和發(fā)展正在推動全球治理結構的變遷,這種變遷很大程度上對過去以發(fā)達資本主義國家主導的全球治理體系造成了巨大沖擊,在這種沖擊面前,國際社會不可能以一顆平常心對待中國的崛起和發(fā)展。在此背景下,中國加強國家能力建設勢必引起國際社會的更多關注,甚至帶著幾分惡意的詆毀,如“中國威脅論”的盛行。這對于意欲融入全球治理進程的中國來說,無疑帶來了全方位的挑戰(zhàn)和更加復雜詭譎的外部環(huán)境。如此境遇,需要中國積極加強國家能力建設去應對,但同時,中國加強國家能力建設在全球治理時代又遭致了國際社會更多的擔憂和質疑。這無疑是中國在全球治理時代加強國家能力建設無法回避的一個國際性“悖論”處境。本論文即直面全球治理時代中國國家能力建設遭際的上述國際性“悖論”處境,運用全球治理理論、馬克思主義國際關系理論和現(xiàn)實主義國家關系理論,從理論、制度和現(xiàn)實三個維度展開分析,既回應中國在全球治理背景下加強國家能力建設面臨的挑戰(zhàn),明確中國加強國家能力建設的必要性和存在的不足;又在此基礎上對中國在全球治理時代如何加強國家能力建設提出了相應的思路和對策。由于中國在全球治理時代加強國家能力建設面臨的挑戰(zhàn)是全方位的,既有理論和制度維度的挑戰(zhàn),更有現(xiàn)實維度的挑戰(zhàn)。這也要求中國在參與全球治理進程中加強國家能力建設需要從理論、制度和現(xiàn)實三個維度展開。首先,從理論維度看,由于全球治理的發(fā)展對中國加強國家能力建設存在兩個方面的理論挑戰(zhàn),即全球治理背后的全球化邏輯和全球治理的多元主體對主權國家弱化的理解對中國加強國家能力建設的正當性的挑戰(zhàn),以及各種“中國威脅論”對中國加強國家能力建設的擔憂和惡意質疑。但面對這些理論挑戰(zhàn),由于受到多種因素的影響,中國在全球治理體系中的理論對話能力偏弱,缺乏國際對話的足夠理論實力,致使中國在全球治理時代加強國家能力建設缺乏足夠話語權和理論話語支撐。對此,中國必須深化相關理論研究,深入把握全球治理的發(fā)展趨勢及其與主權國家的關系,闡明中國發(fā)展對于全球治理的積極意義,構建具有中國特質的全球治理的理論話語體系,積極參與全球對話,表達中國的聲音,爭取中國在全球治理體系中的話語權,增強中國參與全球治理的理論話語能力。其次,從制度維度看,由于目前的國際機制主要是由西方發(fā)達資本主義國家主導確立的,對于日益融入全球治理卻在國際機制中處于不利地位的中國而言,加強國家能力建設在制度層面始終面臨兩個方面的挑戰(zhàn),即中國特色社會主義制度面臨的挑戰(zhàn)和中國參與全球治理面臨的國際制度挑戰(zhàn)。對于這些制度挑戰(zhàn),中國目前不僅存在中國特色社會主義制度對全球治理的回應能力較弱問題;而且明顯存在參與全球治理的制度化能力不足問題。對于積極參與全球治理進程的中國來說,要最終化解全球治理對中國國家能力建設的制度挑戰(zhàn),必須從兩方面著手推進國家制度建設,增強中國參與全球治理的制度化能力,一是不斷完善中國特色社會主義制度,在參與全球治理中增強中國特色社會主義制度的回應能力和自信心;二是積極參與國際機制建設,不斷提高中國參與全球治理的制度化能力。最后,從現(xiàn)實維度看,中國在全球治理時代加強國家能力建設不僅面臨諸多全球治理問題的挑戰(zhàn),而且維護國家主權、安全、領土完整和祖國統(tǒng)一的任務依然艱巨繁重。但與之相對應,中國參與全球治理的現(xiàn)實國家能力卻存在很多不足。如國家經濟能力方面,經濟結構失衡比較嚴重,企業(yè)自主創(chuàng)新能力不強,經濟發(fā)展不確定因素增多等;國家政治能力方面,政治危機在一定層面上仍然存在發(fā)生的可能性,政治社會整合能力不強以及政治動員能力有所下降等;國家軍事能力方面,軍事現(xiàn)代化基礎薄弱,軍事技術裝備整體依然落后以及國防動員能力有待提高等。為了更好地參與全球治理,承擔中國作為一個負責任大國應該承擔的國際責任,推進世界的和平與發(fā)展,并在這個進程中更好地維護國家的核心利益,中國需要在正視全球治理對中國國家能力建設帶來的各種現(xiàn)實挑戰(zhàn)的基礎上,不斷加強綜合國力建設,增強中國參與全球治理的現(xiàn)實國家能力。
[Abstract]:Since twenty-first Century, global governance has increasingly become an important area of attention in the international political field. As a new country, the rise and development of China is promoting the change of the global governance structure. This change has greatly affected the global governance system dominated by developed capitalist countries in the past. In the face of the impact, it is impossible for the international community to deal with the rise and development of China with a common heart. In this context, China's strengthening of national capacity is bound to attract more attention from the international community, even with a few malicious slanders, such as the prevalence of "China's threat theory", which is not available to China intended to integrate into the global governance process. Doubt brings a full range of challenges and a more complex and sophisticated external environment. Such a situation requires China to actively strengthen national capacity building to cope with it, but at the same time, China's strengthening of national capacity building in the era of global governance has also caused more concern and doubt in the international community. It is no doubt that China has strengthened its national capacity in the era of global governance. It is an international "paradox" that can not be avoided. This paper is directly facing the international "paradox" of China's national capacity building in the era of global governance, using the theory of global governance, the theory of Marx's international relations and the theory of realist state relations, from the three dimensions of theory, system and reality. In response to the challenge of strengthening national capacity building under the background of global governance, China has made clear the necessity and shortcomings of China's strengthening of national capacity building. On this basis, it puts forward the corresponding ideas and Countermeasures on how to strengthen national capacity building in the era of global governance. The challenges facing national capacity building are all dimensions, both theoretical and institutional challenges and more realistic dimensions. It also requires China to strengthen national capacity building in the process of global governance in the three dimensions of theory, system and reality. First, from the theoretical dimension, the development of global governance to China There are two theoretical challenges in strengthening national capacity construction, namely, the globalization logic behind global governance and the understanding of the weakening of the sovereign state by the multi subject of global governance on the legitimacy of China's strengthening of national capacity building, as well as the concern and malice of China's "threat theory" to China to strengthen national capacity building. But in the face of these theoretical challenges, China's theoretical dialogue ability in the global governance system is weak because of many factors, and the lack of sufficient theoretical strength for international dialogue leads to the lack of sufficient discourse power and theoretical discourse support for China to strengthen national capacity construction in the era of global governance. Study on the development trend of global governance and its relationship with the sovereign state, clarify the positive significance of China's development to global governance, construct a theoretical discourse system of global governance with Chinese characteristics, actively participate in the global dialogue, express the voice of China, and strive for the discourse power of China in the global governance system. Secondly, from the institutional dimension, since the current international mechanism is mainly established by the western developed capitalist countries, China has two sides to strengthen the national capacity construction at the institutional level, for China, which is increasingly integrated into the global governance but in the disadvantageous position of the international mechanism. The challenges faced by the socialist system of Chinese characteristics and the international institutional challenges facing China's participation in global governance are not only weak in China's response to global governance, but also in the lack of institutional capacity to participate in global governance. For China, which actively participates in the process of global governance, it is necessary to resolve the institutional challenge of global governance to China's national capacity building. We must proceed from two aspects to promote the construction of the state system and strengthen the institutional capacity of China's participation in global governance. One is to constantly improve the socialist system with Chinese characteristics and participate in global governance. To strengthen the response ability and self-confidence of the socialist system with Chinese characteristics, two is to actively participate in the construction of international mechanism and continuously improve the institutional capacity of China's participation in global governance. Finally, from the reality dimension, the strengthening of China's national capacity building in the era of global governance is not only facing the challenges of many global governance problems, but also maintaining the country. The task of home sovereignty, security, territorial integrity and reunification of the motherland is still arduous and arduous. But in contrast, there are many shortcomings in China's actual national capacity to participate in global governance, such as the national economic capacity, the serious imbalance in economic structure, the weak independent innovation ability of enterprises, the increasing uncertainty of economic development, and so on. In terms of capacity, the political crisis still exists at a certain level, the ability of political and social integration is not strong, and the ability of political mobilization has fallen. The military capability of the state, the weak base of military modernization, the overall lag of military technical equipment and the improvement of national defense mobilization ability. The administration of the ball is responsible for the international responsibility that China should undertake as a responsible big country, promote peace and development in the world, and better safeguard the core interests of the country in this process. China needs to strengthen the construction of comprehensive national strength on the basis of facing the various realistic challenges that the global governance has brought to China's national capacity building, Enhance China's real national capacity to participate in global governance.
