【摘要】:政府決策咨詢(xún)機(jī)構(gòu)提供的咨詢(xún)意見(jiàn)是在不同專(zhuān)業(yè)領(lǐng)域?qū)<覐V泛參與的基礎(chǔ)上實(shí)現(xiàn)的,這樣的人員專(zhuān)業(yè)配置可以為咨詢(xún)質(zhì)量提供科學(xué)的保證。而我國(guó)多數(shù)咨詢(xún)機(jī)構(gòu)人員以社科類(lèi)專(zhuān)業(yè)為主,自然科學(xué)背景的研究者偏少,結(jié)果導(dǎo)致研究成果中以定性分析為主,定量分析不足。迫于決策環(huán)境復(fù)雜化的要求,我國(guó)政府決策咨詢(xún)機(jī)構(gòu)應(yīng)在研究人員的專(zhuān)業(yè)布局上進(jìn)行統(tǒng)籌規(guī)劃,使得研究隊(duì)伍的專(zhuān)業(yè)知識(shí)結(jié)構(gòu)在整體上能夠文理兼?zhèn)、相互補(bǔ)充。構(gòu)建合理優(yōu)化的人才隊(duì)伍,實(shí)現(xiàn)人員專(zhuān)業(yè)構(gòu)成的進(jìn)一步優(yōu)化,對(duì)于提高咨詢(xún)機(jī)構(gòu)政策建議的質(zhì)量具有非常重要的理論和現(xiàn)實(shí)意義。論文緒論部分是對(duì)研究背景、現(xiàn)狀、概念及方法等方面的梗概。論文主體分為六部分:第一部分為"政府決策咨詢(xún)機(jī)構(gòu)人員專(zhuān)業(yè)構(gòu)成的依據(jù)和需求",論述了決策咨詢(xún)機(jī)構(gòu)人員專(zhuān)業(yè)布局應(yīng)遵循的依據(jù),并就綜合性和專(zhuān)業(yè)性咨詢(xún)機(jī)構(gòu)關(guān)于人員專(zhuān)業(yè)布局的要求進(jìn)行了介紹。第二部分是"我國(guó)政府決策咨詢(xún)機(jī)構(gòu)人員專(zhuān)業(yè)構(gòu)成的現(xiàn)狀及問(wèn)題",運(yùn)用獲取到的樣本數(shù)據(jù)對(duì)我國(guó)決策咨詢(xún)機(jī)構(gòu)人員的專(zhuān)業(yè)現(xiàn)狀進(jìn)行分析,并分別闡述了綜合性和專(zhuān)業(yè)性決策咨詢(xún)機(jī)構(gòu)在人員專(zhuān)業(yè)上存在的問(wèn)題。第三部分為"我國(guó)政府決策咨詢(xún)機(jī)構(gòu)專(zhuān)業(yè)構(gòu)成非均衡的原因及危害",先從內(nèi)部和外部?jī)蓚(gè)方面分析了我國(guó)咨詢(xún)機(jī)構(gòu)專(zhuān)業(yè)構(gòu)成非均衡的原因,接著又從五個(gè)方面分析了政府決策咨詢(xún)機(jī)構(gòu)專(zhuān)業(yè)構(gòu)成非均衡的危害。第四部分為"國(guó)外思想庫(kù)人員專(zhuān)業(yè)構(gòu)成模式及成功經(jīng)驗(yàn)與啟示",分別對(duì)蘭德公司、布魯金斯學(xué)會(huì)和野村綜合研究所的人員專(zhuān)業(yè)狀況進(jìn)行描述,并介紹了其在人才管理機(jī)制,人才培養(yǎng)模式,知識(shí)結(jié)構(gòu)選擇機(jī)制及專(zhuān)業(yè)構(gòu)成的制度化建設(shè)等方面的成功經(jīng)驗(yàn)。第五部分為"我國(guó)政府決策咨詢(xún)機(jī)構(gòu)人員專(zhuān)業(yè)合理性構(gòu)建的思考",從加強(qiáng)中國(guó)特色新型政府決策咨詢(xún)機(jī)構(gòu)的建設(shè),完善人員專(zhuān)業(yè)構(gòu)成的制度設(shè)計(jì),把握人員專(zhuān)業(yè)合理性構(gòu)建的重點(diǎn)及加強(qiáng)機(jī)構(gòu)間的流動(dòng)和合作等四大方面提出了對(duì)策建議。第六部分為"研究總結(jié)與展望",主要總結(jié)了論文的研究成果及對(duì)我國(guó)咨詢(xún)研究人員專(zhuān)業(yè)優(yōu)化的展望。另外,論文的創(chuàng)新點(diǎn)主要在于:第一,運(yùn)用分層抽樣的方法,對(duì)我國(guó)咨詢(xún)機(jī)構(gòu)人員的專(zhuān)業(yè)情況進(jìn)行了系統(tǒng)分析;第二,本文通過(guò)政府決策咨詢(xún)機(jī)構(gòu)人員專(zhuān)業(yè)的實(shí)例和相關(guān)數(shù)據(jù),進(jìn)行了一定程度的定量分析。
[Abstract]:The advisory opinion provided by the government decision-making advisory body is based on the extensive participation of experts in different professional fields. The professional allocation of such personnel can provide a scientific guarantee for the quality of consultation. Most of the personnel of the advisory bodies in our country are mainly social sciences, and the researchers of the natural science background are less, resulting in the results of the research. Because of the qualitative analysis, the quantitative analysis is insufficient. In order to make the decision-making environment complicated, the government decision consulting organization should make a comprehensive planning on the professional layout of the researchers so that the professional knowledge structure of the research team can be integrated and filled with each other on the whole. The further optimization of the structure of the industry has a very important theoretical and practical significance for improving the quality of the advisory body's policy recommendations. The introduction part of the paper is the outline of the research background, the status quo, the concept and the method. The main body of the thesis is divided into six parts: the first part is "the basis and demand of the professional constitution of the government decision-making advisory body". This paper expounds the basis for the professional layout of personnel in the decision-making advisory body, and introduces the requirements of the comprehensive and professional advisory bodies on the professional layout of the personnel. The second part is "the status and problems of the personnel professional composition of the government decision consulting institutions in China". The professional status of the staff is analyzed, and the problems existing in the personnel major are explained separately and professionally. The third part is "the cause and the harm of the imbalance of the professional decision consulting organization of the government in our country", and the reasons for the non equilibrium of the professional composition of the consulting institutions in China are analyzed from the internal and external two aspects. Then, from five aspects, this paper analyzes the harm of the professional composition of the government decision-making advisory body. The fourth part is "the professional composition model and the successful experience and Enlightenment of the foreign thought base personnel", and describes the professional status of the Rand Co, the Brookings Institution and the Nomura Comprehensive Research Institute, and introduces the personnel management in the personnel management. The fifth part is "thinking on the construction of the personnel professional rationality of our government decision-making advisory body", from strengthening the construction of a new government decision-making advisory body with Chinese characteristics and perfecting the system design of the personnel specialty. The key points for the construction of the personnel's professional rationality and the strengthening of the inter agency flow and cooperation are put forward in four aspects. The sixth part is "research summary and prospect", which mainly summarizes the research results of the paper and the prospects for the professional optimization of the consulting researchers in China. In addition, the main innovation points of the article are as follows: first, stratified sampling is used. In this way, the professional situation of the personnel of the advisory body of our country was systematically analyzed. Second, the quantitative analysis was carried out to a certain extent through the professional examples and relevant data of the personnel of the government decision-making advisory body.
