【摘要】：經濟新常態(tài)是我國經濟發(fā)展的階段性特征,經濟新常態(tài)的推進途徑仍舊在于合理轉變和調整政府職能。新常態(tài)下重新思考政府職能轉變和調整政府職能,應以進一步厘清政府與市場、政府與社會的關系為中軸,通過簡政放權充分發(fā)揮市場的決定性作用和社會的積極作用;應圍繞改革政府履職方式為主要內容,推進政府權能從"全能型政府"轉為"有限型政府",從"直接管制"轉變?yōu)?引導促進",從"管理"轉變?yōu)?服務";在政府能力結構上,應從注重回應能力轉為提高前瞻性能力,從控制能力轉為改進溝通、協(xié)調和合作能力。通過上述適應新常態(tài)的系統(tǒng)性政府職能調整,形成支撐創(chuàng)新發(fā)展、協(xié)調發(fā)展和共享發(fā)展的治理格局。
[Abstract]:The new normal state of economy is the stage characteristic of the economic development of our country. The way to promote the new normal state of economy still lies in the rational transformation and adjustment of the government function. To rethink the transformation of government functions and adjust government functions under the new normal, we should further clarify the relationship between the government and the market, the relationship between the government and society as the central axis, and give full play to the decisive role of the market and the positive role of the society through the decentralization of government power; We should focus on the reform of the way the government performs its duties, and promote the transformation of government's competence from "omnipotent government" to "limited government", from "direct control" to "guidance and promotion", from "management" to "service", and from the structure of government capacity. It should shift from responsiveness to foresight, from control to communication, coordination and cooperation. Through the systematic adjustment of government functions to adapt to the new normal, the governance pattern of supporting innovation development, coordinating development and sharing development is formed.
