【摘要】：正隨著市場經(jīng)濟體制逐步確立,市場的地位和作用日益強化,政府不斷轉(zhuǎn)變和加強宏觀調(diào)控,社會組織和公共服務(wù)事業(yè)也出現(xiàn)了較快發(fā)展,可以說政府、市場、社會之間的關(guān)系已經(jīng)從原來的政府絕對控制市場和社會被動接受,轉(zhuǎn)變?yōu)槿呦噍o相成、缺一不可的良性互動關(guān)系。但是隨著經(jīng)濟發(fā)展進入新常態(tài),
