【摘要】：大數(shù)據(jù)改變了治理的方式和手段,但在精細(xì)化社會治理中也面臨著諸多安全方面的挑戰(zhàn);數(shù)據(jù)管理存在漏洞、信息泄露形勢嚴(yán)峻、惡意攻擊日趨嚴(yán)重、輿情走向難以把控等。應(yīng)對這些問題,應(yīng)完善數(shù)據(jù)管理頂層設(shè)計,規(guī)定數(shù)據(jù)開放和共享的范圍和程度,厘清公民隱私和數(shù)據(jù)開放共享的界限;從基礎(chǔ)設(shè)施、系統(tǒng)軟件、數(shù)據(jù)傳輸與存儲、數(shù)據(jù)管理、網(wǎng)絡(luò)環(huán)境等五個方面設(shè)計數(shù)據(jù)安全評價指標(biāo)體系;深化信息安全技術(shù)革新,加快對關(guān)鍵基礎(chǔ)設(shè)施、信息安全防護(hù)技術(shù)的研發(fā),不斷培養(yǎng)專業(yè)技術(shù)人才的綜合能力;以培育數(shù)據(jù)文化為目標(biāo),提高全民的數(shù)據(jù)安全意識,形成良好的數(shù)據(jù)文化氛圍。
[Abstract]:Big data changed the ways and means of governance, but also faced many security challenges in fine social governance; there are loopholes in data management, information disclosure situation is grim, malicious attacks are becoming more and more serious, public opinion is difficult to control, and so on. To deal with these problems, we should improve the data management top-level design, define the scope and extent of data openness and sharing, clarify the boundaries between citizens' privacy and data open sharing, from the infrastructure, system software, data transmission and storage, data management, The evaluation index system of data security is designed in five aspects, such as network environment, deepening the innovation of information security technology, speeding up the research and development of key infrastructure and information security protection technology, and training the comprehensive ability of professional and technical personnel. The aim is to cultivate the data culture, improve the data security consciousness of the whole people, and form a good data culture atmosphere.
