【摘要】：當前國內愈演愈烈的鄰避困境背后,是地方管理者固守的"鄰避管控"傳統(tǒng)思維,將鄰避看作社會發(fā)展的負面現(xiàn)象,采用自上而下的"滅火式"管理方式。伴隨當今城市轉向內涵式發(fā)展,公共設施建設引發(fā)的鄰避現(xiàn)象將成為現(xiàn)代城市治理的常態(tài)問題。基于"增長聯(lián)盟——社群聯(lián)盟"的分析視角,本文認為,鄰避現(xiàn)象實際上是增長聯(lián)盟和社群聯(lián)盟基于各自的利益訴求,從鄰避設施建設、心理效應形成、利益訴求表達、決策參與到集體行動等階段展開的互動博弈。要化解鄰避困境,必須實現(xiàn)向"鄰避治理"的轉型,遵循現(xiàn)代治理理念,完善多元主體平等協(xié)商機制,構建公平正義的鄰避問題處理機制,實現(xiàn)鄰避設施建設中風險與收益、整體與局部的均衡協(xié)調發(fā)展。
[Abstract]:At present, the traditional thinking of "neighbor control and control", which is firmly held by local managers, is behind the dilemma of neighbor avoidance, which is regarded as a negative phenomenon of social development, and adopts the top-down "fire-extinguishing" management mode. With the development of urban connotation, the phenomenon of neighborhood avoidance caused by the construction of public facilities will become the normal problem of modern urban governance. Based on the perspective of "growth Alliance-Community Alliance", this paper holds that the phenomenon of adjacent avoidance is actually the growth alliance and the community alliance based on their respective interests, from the construction of adjacent facilities, the formation of psychological effects, the expression of interest demands. Decision-making takes part in the interactive game between collective action and other stages. In order to resolve the difficulties, we must realize the transition to "adjoining and avoiding governance", follow the modern governance concept, perfect the equal consultation mechanism of multi-element subjects, construct a fair and just mechanism to deal with neighbor avoidance problems, and realize the risks and benefits in the construction of adjacent avoidance facilities. Balanced and coordinated development of the whole and the parts.
