【摘要】：老年津貼作為社會福利制度的組成部分之一,在保障老年群體的基本生活、增進和提高老年人物質生活和精神文化生活方面發(fā)揮了重大的作用。因受各種因素的影響,我國的老年津貼制度總體起步較晚,采取屬地管理政策,制度的碎片化嚴重,造成了不同地區(qū)的老年津貼待遇水平存在嚴重差異,這些制度層面的不完善影響了老年津貼的長遠發(fā)展。在區(qū)域差異的現(xiàn)實背景下,當前各區(qū)域的老年津貼真實水平究竟如何,達到制度預期設想的水平又該有怎樣的標準?這些都是當前老年津貼制度在實踐中需要解決的難題。在本研究中,作者先對我國老年津貼制度的發(fā)展歷史、現(xiàn)狀與問題進行分析,其次在總結前人研究成果的基礎上,依據(jù)區(qū)域相關理論,選擇了體現(xiàn)區(qū)域差異的收入與公平指標、公共社會服務指標、人口與發(fā)展指標,運用主成分分析和聚類分析方法將全國31個省、自治區(qū)、直轄市劃分為五大區(qū)域,各類區(qū)域內(nèi)部在收入與公平、公共社會服務、人口與發(fā)展等方面具有較強的同質性,但區(qū)域間津貼運行環(huán)境的差異較大;并從老年人的基本生活需求角度出發(fā),按照"基礎普惠、分享經(jīng)濟發(fā)展成果"的原則,科學確定老年津貼的給付高低標準,并建立動態(tài)調整機制。實證結果表明,在我國建立基礎普惠型的老年津貼制度具有一定的可行性,目前老年津貼標準在短期內(nèi)對改善老年人生活有重要作用,建議從我國國情以及經(jīng)濟社會發(fā)展的實際情況出發(fā),從高齡津貼的全覆蓋開始,逐步擴大受益群體,推進城鄉(xiāng)居民老年津貼制度建設。
[Abstract]:As one of the components of the social welfare system, the old-age allowance plays an important role in safeguarding the basic life of the elderly group, promoting and improving the material life and spiritual and cultural life of the elderly. Because of the influence of various factors, the old-age allowance system of our country started relatively late, adopted the policy of territorial management, the fragmentation of the system seriously, resulting in different regions of the level of old-age benefits there are serious differences. The imperfections of these systems have affected the long-term development of the old age allowance. Under the realistic background of regional differences, what is the real level of old-age allowance in each region and what standard should it have to reach the level envisaged by the system? These are the problems that need to be solved in the practice of the current old-age allowance system. In this study, the author first analyzes the history, current situation and problems of the old-age allowance system in China. Secondly, on the basis of summarizing the previous research results, the author selects the income and equity indicators reflecting regional differences according to the relevant theory of the region. Public social service indicators, population and development indicators, using principal component analysis and cluster analysis, divide 31 provinces, autonomous regions and municipalities directly under the Central Government into five regions. Population and development have strong homogeneity, but the operating environment of subsidies varies greatly among regions; and from the perspective of the basic living needs of the elderly, in accordance with the principle of "basic inclusion, sharing the fruits of economic development", Determine the standard of old-age allowance scientifically, and establish dynamic adjustment mechanism. The empirical results show that it is feasible to establish a basic inclusive old-age allowance system in China, and the current standard of old-age allowance plays an important role in improving the livelihood of the elderly in the short term. It is suggested that starting from the situation of our country and the actual situation of economic and social development, starting from the full coverage of the old age allowance, we should gradually expand the beneficiary groups and promote the construction of the old-age allowance system for urban and rural residents.
