【摘要】：公民參與政府績(jī)效成為當(dāng)今世界范圍內(nèi)政府行政改革領(lǐng)域的一個(gè)重要課題。我國(guó)各地方政府不斷探索公民參與績(jī)效評(píng)估的形式,在公民參與形式上進(jìn)行了有益的探索,取得了一定的成績(jī),彰顯了我國(guó)服務(wù)型政府理念的逐步形成和社會(huì)民主進(jìn)程的加快。我國(guó)目前的公民參與地方政府績(jī)效評(píng)估的形式主要有傳統(tǒng)問卷調(diào)查、網(wǎng)絡(luò)調(diào)查、公民座談會(huì)等。本文首先描述我國(guó)各地方政府績(jī)效評(píng)估中開展的公民參與形式及其優(yōu)點(diǎn)和缺點(diǎn),并指出這些參與形式存在的臨時(shí)化、效力微弱以及缺乏全程性參與等問題;再?gòu)闹贫�、地方政府以及公民三個(gè)層面對(duì)問題進(jìn)行分析,結(jié)合其他國(guó)家的寶貴經(jīng)驗(yàn),在符合我國(guó)基本國(guó)情的情況下,獲得優(yōu)化我國(guó)公民參與形式的有益借鑒。從“靜態(tài)”相關(guān)因素和“動(dòng)態(tài)”的全程參與形式選擇兩個(gè)方面對(duì)公民參與地方政府績(jī)效評(píng)估的形式進(jìn)行全面優(yōu)化。相關(guān)因素的優(yōu)化是一個(gè)“靜態(tài)”優(yōu)化的過程,主要涉及對(duì)法律制度機(jī)制的完善、政府自身的建設(shè)、公民和公民團(tuán)體參與素質(zhì)及能力的培養(yǎng)等方面的優(yōu)化;形式選擇的優(yōu)化則是一個(gè)“動(dòng)態(tài)”優(yōu)化的過程,從“全程參與”的視角對(duì)每一個(gè)績(jī)效評(píng)估階段公民參與形式的選擇提出建議,以期促進(jìn)我國(guó)地方政府績(jī)效評(píng)估中的公民參與形式不斷完善和全面發(fā)展。
[Abstract]:Citizen participation in government performance has become an important subject in the field of government administrative reform in the world. The local governments of our country continue to explore the form of citizen participation in the performance evaluation, carry out beneficial exploration in the form of citizen participation, and have made certain achievements, showing the gradual formation and society of the concept of service government in our country. The process of democracy is speeding up. The main forms of citizen participation in local government performance assessment in China are traditional questionnaire survey, network investigation, citizen forum and so on. This paper first describes the forms of citizen participation and their advantages and disadvantages in the performance evaluation of local governments in our country, and points out the temporary and effectiveness of these forms of participation. Weak and lack of full participation and so on; then from the system, the local government and the three levels of citizens to analyze the problems, combined with the valuable experience of other countries, in conformity with the basic conditions of our country, to obtain the beneficial reference to optimize the form of citizen participation in our country. From the "static" related factors and "dynamic" participation in the whole process. Two aspects of form selection are optimized in the form of citizen participation in local government performance evaluation. The optimization of related factors is a "static" optimization process, mainly involving the improvement of the legal system mechanism, the construction of the government itself, the optimization of citizens' and civic groups' participation in the cultivation of quality and ability, and the choice of form. Optimization is a process of "dynamic" optimization. From the perspective of "full participation", it puts forward some suggestions on the choice of citizens' participation form in each performance evaluation stage, in order to promote the continuous improvement and comprehensive development of the form of citizen participation in the performance evaluation of local government in China.
