【摘要】：改革開(kāi)放以來(lái),我國(guó)社會(huì)發(fā)生了翻天覆地的變化,巨大的社會(huì)變化既帶來(lái)了機(jī)遇和發(fā)展,也產(chǎn)生了矛盾和風(fēng)險(xiǎn)。隨著改革開(kāi)放進(jìn)入到深水區(qū)和攻堅(jiān)期,風(fēng)險(xiǎn)與改革和發(fā)展更是如影隨形。眾所周知,風(fēng)險(xiǎn)具有未知性和破壞性,風(fēng)險(xiǎn)爆發(fā)將增加社會(huì)治理成本,不利于社會(huì)穩(wěn)定與發(fā)展。在眾多的風(fēng)險(xiǎn)源中,公共政策作為國(guó)家治理社會(huì)的集中體現(xiàn),因其巨大的影響力成為不可忽視的風(fēng)險(xiǎn)源,而對(duì)國(guó)計(jì)民生有著重要影響的重大公共政策的政策風(fēng)險(xiǎn)在全面深化改革的現(xiàn)階段,更必須加以重視并積極采取措施預(yù)防和化解。我國(guó)的國(guó)情決定了重大公共政策的政策風(fēng)險(xiǎn)的產(chǎn)生不可避免。因此,必須樹(shù)立正確的風(fēng)險(xiǎn)觀,在對(duì)我國(guó)國(guó)情進(jìn)行研究的基礎(chǔ)上正確對(duì)待政策風(fēng)險(xiǎn),采取相關(guān)措施預(yù)防,化解政策風(fēng)險(xiǎn)。面對(duì)新時(shí)期的新特點(diǎn),本文在對(duì)我國(guó)已經(jīng)建立的政策風(fēng)險(xiǎn)預(yù)警機(jī)制的研究的基礎(chǔ)上指出其中的不足,并嘗試建立和完善我國(guó)重大公共政策的風(fēng)險(xiǎn)預(yù)警機(jī)制。與此同時(shí),在構(gòu)建預(yù)警機(jī)制的基礎(chǔ)上本文提出建立相關(guān)輔助機(jī)制,以更好發(fā)揮重大公共政策預(yù)警機(jī)制的作用。通過(guò)我國(guó)重大公共政策風(fēng)險(xiǎn)預(yù)警機(jī)制可有效監(jiān)測(cè)重大公共政策的政策風(fēng)險(xiǎn),進(jìn)行風(fēng)險(xiǎn)評(píng)估和風(fēng)險(xiǎn)預(yù)警,從而最大限度的化解社會(huì)風(fēng)險(xiǎn),實(shí)現(xiàn)社會(huì)穩(wěn)定與發(fā)展。
[Abstract]:Since the reform and opening up, the society of our country has undergone earth-shaking changes. The enormous social changes have brought not only opportunities and development, but also contradictions and risks. With the reform and opening to the deep water area and the period of attack, risk and reform and development are even more closely accompanied. As we all know, risk is unknown and destructive, and the outbreak of risk will increase the cost of social governance, which is not conducive to social stability and development. Among the many risk sources, public policy, as a concentrated embodiment of the governance of the country, has become a risk source that can not be ignored because of its enormous influence. At the present stage of deepening the reform, the policy risks of major public policies which have an important impact on the national economy and the people's livelihood must be paid more attention to and active measures should be taken to prevent and resolve them. The situation of our country decides that the policy risk of major public policy is inevitable. Therefore, we must set up a correct risk view, treat the policy risk correctly on the basis of the study of our country's national conditions, take relevant measures to prevent and resolve the policy risk. In the face of the new characteristics of the new era, this paper points out the shortcomings on the basis of the research on the policy risk early warning mechanism that has been established in our country, and tries to establish and perfect the risk early warning mechanism of the major public policy of our country. At the same time, on the basis of constructing early warning mechanism, this paper puts forward the establishment of relevant auxiliary mechanism in order to play a better role in the early warning mechanism of major public policies. Through the risk early warning mechanism of major public policy in our country, we can effectively monitor the policy risk of major public policy, carry out risk assessment and risk early warning, so as to resolve the social risk and realize social stability and development as far as possible.
