【摘要】：公共領(lǐng)域中的信任類型以及信任的延展半徑,直接影響著國家的治理模式。在傳統(tǒng)的國家治理語境中,信任是作為一種治理簡化機(jī)制而被使用的,經(jīng)過工業(yè)社會的理性建構(gòu)之后,信任機(jī)制表現(xiàn)出明顯的工具屬性和目的論色彩。隨著國家治理的日益復(fù)雜,信任的簡化功能也相應(yīng)地內(nèi)卷化和復(fù)雜化,以至于不得不發(fā)展出"元簡化"功能來化約經(jīng)典的簡化功能。元簡化是由反思性推動的,是將信任徹底工具化之后的功能再造過程。然而,無論是簡化亦或元簡化,都是在機(jī)械論邏輯下解讀高度復(fù)雜性的國家治理問題,此時的信任不僅是完全功能性的、構(gòu)成性的和還原性的,更是簡單的,是希冀于實(shí)現(xiàn)"以簡馭繁"的國家治理。我們必須認(rèn)識到,當(dāng)今高度復(fù)雜的世界使機(jī)械論的基座崩塌,唯有承認(rèn)信任與合作是同構(gòu)的,并主動去賦予信任以合作的意涵,才能引導(dǎo)國家治理系統(tǒng)走向良治。
[Abstract]:The types of trust in the public domain and the extension radius of trust have a direct impact on the governance model of a country. In the traditional context of national governance, trust is used as a simplified mechanism of governance. After the rational construction of industrial society, trust mechanism shows obvious instrumental attributes and Skopos color. With the increasing complexity of national governance, the simplified function of trust is also correspondingly intricate and complicated, so that the "meta-simplification" function has to be developed to convert the classical simplification function. Meta-simplification is driven by reflection and is a process of functional reengineering after the trust is thoroughly instrumented. However, whether it is simplification or meta-simplification, it is a highly complex problem of state governance that is interpreted in the context of mechanical logic. Trust is not only completely functional, constitutive and reductive, but also simple. Is to hope to achieve "to simplify the complex" governance of the country. We must realize that in today's highly complex world, the base of mechanical theory has collapsed. Only by acknowledging that trust and cooperation are isomorphic, and actively giving trust the meaning of cooperation, can we guide the national governance system towards good governance.
