【摘要】：民族地區(qū)治理體系的現(xiàn)代化是一個(gè)揚(yáng)棄的過程,不僅需要引入新的治理資源,也應(yīng)從傳統(tǒng)治理體系吸收合理因素進(jìn)行重組。苗族在歷史發(fā)展過程中形成了自我管理的議榔治理體系,該體系由榔頭、理老、寨老、活路頭、巫師等角色構(gòu)成,承擔(dān)著組織農(nóng)業(yè)生產(chǎn)、維持村社秩序、調(diào)解紛爭(zhēng)、組織公共活動(dòng)和防御外族入侵等重要功能。議榔治理體系具有緊密的結(jié)構(gòu)和多樣化的功能,因而在傳統(tǒng)苗族村社中運(yùn)行良好。運(yùn)用結(jié)構(gòu)一功能分析方法研究議榔治理體系,挖掘和充分利用其合理內(nèi)核,不僅利于苗族優(yōu)秀傳統(tǒng)資源的弘揚(yáng)和傳承,而且有利于維持苗族村社的社會(huì)穩(wěn)定,降低治理成本,進(jìn)而有助于推動(dòng)苗族地區(qū)治理現(xiàn)代化。
[Abstract]:The modernization of the governance system in ethnic areas is a process of sublation and abandonment. It is necessary not only to introduce new governance resources, but also to absorb reasonable factors from the traditional governance system for reorganization.In the course of historical development, the Miao nationality formed a self-management governance system. The system was composed of hammer, aging, village old, living road head, wizard and so on. It was responsible for organizing agricultural production, maintaining village community order, and mediating disputes.Organize public activities and guard against foreign invasion and other important functions.The management system of nut has close structure and diversified function, so it runs well in the traditional Miao village.Using structure-function analysis method to study the governance system of nut, excavating and making full use of its reasonable core is not only conducive to carrying forward and inheriting the excellent traditional resources of the Miao nationality, but also conducive to maintaining the social stability of the Miao nationality village and community and reducing the management cost.In turn, it helps to promote the modernization of Miao region governance.
