【摘要】：21世紀以來,我國經(jīng)濟在改革開放的推動下不斷發(fā)展,旅游業(yè)也隨之發(fā)生了天翻地覆的變化。隨著中國進入WTO,以及互聯(lián)網(wǎng)時代的到來,旅游業(yè)邁入了新的發(fā)展階段:行業(yè)規(guī)模逐步擴大,就業(yè)人數(shù)不斷攀升,經(jīng)營環(huán)境日趨改善,體制機制不斷創(chuàng)新。地方政府作為地區(qū)旅游發(fā)展中的執(zhí)行者與監(jiān)督者,其主要職能包含統(tǒng)籌與協(xié)調(diào)、管理與服務(wù)、宣傳與推廣,保護與開發(fā),政府如何重新找準角色定位,并加快職能的轉(zhuǎn)變,是關(guān)乎旅游業(yè)發(fā)展的又一重大問題。海南省的地形位置決定了它在"一帶一路"戰(zhàn)略部署中的重要角色定位,因此,完善國際旅游島的建設(shè)已成為海南省旅游發(fā)展下一階段的關(guān)鍵突破口。如何從中國國情和海南實際出發(fā),重塑政府管理職能,將地方政府的效用發(fā)揮到最大化,在戰(zhàn)略構(gòu)建、政策制定、引導(dǎo)服務(wù)等諸多方面有效作為,不斷推進國際旅游島建設(shè),是海南地方政府亟須攻克的難題。本文主要就海南省政府在旅游業(yè)發(fā)展過程中的職能進行探討,將主要采用文獻分析法、案例分析法、以及綜合分析法。文章第一部分主要介紹了國內(nèi)外旅游業(yè)發(fā)展中政府職能的相關(guān)研究,且以海南國際旅游島為研究對象,構(gòu)建出本文的總體思路和框架。第二部分通過分析政府與市場的關(guān)系,明確政府在旅游業(yè)發(fā)展中的職能。第三部分主要介紹海南省旅游業(yè)目前的資源優(yōu)勢,并且通過對旅游發(fā)展史的回顧,總結(jié)出目前政府在職能履行中存在的問題。第四部主要研究導(dǎo)致問題產(chǎn)生的根源,即缺乏科學的發(fā)展觀,機構(gòu)設(shè)置不合理,政府執(zhí)行力不足以及管理中常出現(xiàn)的缺位、錯位、越位等現(xiàn)象。第五部選取優(yōu)秀的國內(nèi)外旅游城市案例進行分析,結(jié)合海南國際旅游島的實際情況,借鑒各項有效舉措與經(jīng)驗。最后一部分針對以上問題,提出關(guān)于優(yōu)化政府職能的合理化建議,試圖解決目前海南省旅游業(yè)發(fā)展中的職能困境。
[Abstract]:Since the 21st century, with the continuous development of China's economy under the impetus of reform and opening up, the tourism industry has also undergone earth-shaking changes.With China's entry into WTO and the arrival of the Internet era, tourism has entered a new stage of development: the scale of the industry is gradually expanding, the number of employed people is rising, the operating environment is improving day by day, and the system and mechanism are constantly innovating.As the executor and supervisor of regional tourism development, the main functions of local government include coordination and coordination, management and service, publicity and promotion, protection and development, how to re-locate the role of the government and accelerate the transformation of its functions.It is another major issue related to the development of tourism.The terrain position of Hainan Province determines its important role in the strategic deployment of "Belt and Road". Therefore, perfecting the construction of international tourism island has become the key breakthrough in the next stage of Hainan tourism development.How to reshape the function of government management from the point of view of China's national conditions and Hainan's actual conditions, to maximize the utility of local governments, and to continue to promote the construction of international tourism islands in such aspects as strategic construction, policy formulation, guiding services, and so on.It is a difficult problem for Hainan's local government to overcome.This paper mainly discusses the function of Hainan Provincial Government in the process of tourism development. It will mainly adopt literature analysis method, case analysis method and comprehensive analysis method.The first part of the article mainly introduces the related research of the government function in tourism development at home and abroad, and takes Hainan International Tourism Island as the research object, constructs the overall thought and frame of this paper.The second part clarifies the function of government in tourism development by analyzing the relationship between government and market.The third part mainly introduces the tourism resources advantage of Hainan Province, and through the review of the history of tourism development, summed up the current government in the performance of the functions of the existing problems.The fourth part mainly studies the causes of the problems, such as the lack of scientific concept of development, the unreasonable setting of institutions, the lack of executive power of the government and the phenomena of absence, dislocation, offside and so on.The fifth part selects the excellent domestic and foreign tourism city case to carry on the analysis, unifies the Hainan international traveling island's actual situation, draws lessons from each effective measure and the experience.In the last part, the author puts forward some reasonable suggestions on optimizing the functions of the government, and tries to solve the problems in the development of tourism industry in Hainan Province.
