【摘要】：本研究是使用社會剖析法圍繞Y市水災(zāi)個案而展開的一項實證研究,旨在檢驗在危機(jī)管理中城市的社會政治"器官"功能,并分析社會政治環(huán)境如何導(dǎo)致了水災(zāi)中的社會問題。研究表明,包括社會生產(chǎn)的隔離(城鎮(zhèn)化建設(shè)中的弱勢群體、空間與脆弱性)、公共水利工程管理的政府管理思維(項目制)、動員與參與兩種政治溝通方式的邏輯差異、以及新聞報道的符號建構(gòu)等系列因素都很難在常態(tài)下察覺,卻又處處影響著城市有效公共治理,最終產(chǎn)生嚴(yán)重社會問題。
[Abstract]:The purpose of this study is to test the social and political "organ" function of the city in crisis management, and to analyze how the social and political environment leads to the social problems in the flood.The research shows that, including the segregation of social production (weak groups in urbanization construction, space and vulnerability), the logical difference between the two political communication modes of public water conservancy project management (project management, mobilization and participation),A series of factors, such as the symbol construction of news reports, are difficult to detect under normal condition, but affect the effective public governance of cities everywhere, resulting in serious social problems.
