【摘要】：政府信息公開是政府適應(yīng)信息時代發(fā)展的必然結(jié)果,云南省的政府信息公開經(jīng)過二十多年的發(fā)展,取得了一定的成績,但同時也暴露出很多的問題。很多學(xué)者對該領(lǐng)域進(jìn)行了研究,但多側(cè)重于某個角度的研究,如信息公開技術(shù)或某個制度層面。在對其他學(xué)者的研究成果進(jìn)行梳理的基礎(chǔ)上,筆者選擇了行政信息管理理論,從一種宏觀的角度更全面、更深層次地探討云南省政府信息公開中存在的問題并提出相應(yīng)的對策建議。在充分搜集相關(guān)資料的基礎(chǔ)上,根據(jù)相關(guān)的統(tǒng)計數(shù)據(jù),筆者首先對政府信息公開的現(xiàn)狀進(jìn)行了總結(jié)。其次在介紹行政信息相關(guān)理論的基礎(chǔ)上,分析行政信息管理與政府信息公開的關(guān)系:信息公開是行政信息管理的重要內(nèi)容之一,行政信息管理是推動政府信息公開的根本。之后用行政信息管理相關(guān)理論來探析導(dǎo)致云南省政府信息公開存在問題的原因:云南省行政信息管理制度,包括法律規(guī)范、體制建設(shè)、主體制度、平臺建設(shè)都不完善。最后提出解決問題的建議:完善行政信息管理法律制度、融入電子政務(wù)總體戰(zhàn)略、改革行政信息管理模式、完善電子政務(wù)平臺建設(shè)、促進(jìn)政府信息公開。
[Abstract]:The government information disclosure is the inevitable result of the government adapting to the development of the information age. After more than 20 years' development, the government information disclosure in Yunnan Province has made certain achievements, but at the same time, it has exposed many problems.Many scholars have carried on the research in this field, but mostly focused on the research of a certain angle, such as information disclosure technology or a certain institutional level.On the basis of combing the research results of other scholars, the author chooses the theory of administrative information management, which is more comprehensive from a macro perspective.This paper probes into the problems existing in the information disclosure of Yunnan Provincial Government and puts forward corresponding countermeasures and suggestions.Based on the full collection of relevant data and relevant statistical data, the author summarizes the current situation of government information disclosure.Secondly, on the basis of introducing the theory of administrative information, this paper analyzes the relationship between administrative information management and government information disclosure: information disclosure is one of the important contents of administrative information management, and administrative information management is the fundamental to promote the government information disclosure.Then using the relevant theories of administrative information management to explore the causes of the problems in Yunnan provincial government information disclosure: Yunnan Province administrative information management system, including legal norms, institutional construction, subject system, platform construction are not perfect.Finally, some suggestions to solve the problems are put forward: perfecting the legal system of administrative information management, integrating the general strategy of e-government, reforming the mode of administrative information management, perfecting the construction of e-government platform, and promoting the publicity of government information.
