【摘要】：在如今的市場經(jīng)濟(jì)形態(tài)下,為了讓生產(chǎn)資料得到有效配置,讓經(jīng)濟(jì)活動得到協(xié)調(diào)發(fā)展,政府和市場將是起決定作用的兩個角色。兩者孰優(yōu)孰劣、以誰為主在這一百多年來都沒有定論。政府管理容易把控卻相對呆板,市場協(xié)調(diào)注重實際效率卻又時常“失靈”。在不同的的時機(jī)和對象上,兩者必須注意消長變化,協(xié)調(diào)配合,以達(dá)到動態(tài)平衡。在21世紀(jì)之前,我國對待鄉(xiāng)村休閑旅游業(yè)的態(tài)度采取了以政府為主導(dǎo)的、推動型的跨越式發(fā)展模式,政府行為在我國旅游業(yè)發(fā)展過程中起著決定性的作用。政府運用強(qiáng)大的行政能力,加大投入,加快基礎(chǔ)設(shè)施建設(shè),擴(kuò)大產(chǎn)業(yè)規(guī)模,大力包裝宣傳,拉動消費群體,使我國的旅游產(chǎn)業(yè)得到了長足發(fā)展。近十幾年來,我國旅游產(chǎn)業(yè)已經(jīng)成為熱門產(chǎn)業(yè),市場機(jī)制不由自主地在發(fā)揮越來越重要的作用,政府也開始意識到要淡化自己的作用。隨著旅游經(jīng)濟(jì)市場化體系的進(jìn)一步完善,政府職能一方面將進(jìn)一步簡化,另一方面職能重心也將發(fā)生轉(zhuǎn)移,至于簡化到何種程度和轉(zhuǎn)移到哪個位置,是一個需要細(xì)化探討的重要問題。本文通過運用可持續(xù)發(fā)展和多中心治理等理論,推究發(fā)展鄉(xiāng)村休閑旅游的意義和途徑。通過對余姚四明山旅游開發(fā)的探討,歸納目前鄉(xiāng)村休閑旅游發(fā)展中存在的普遍問題。通過歸納浙江省內(nèi)鄉(xiāng)村休閑旅游開發(fā)建設(shè)中典型案例所總結(jié)出的政府治理先進(jìn)經(jīng)驗,提出了一些政府治理鄉(xiāng)村休閑旅游的改進(jìn)措施。希望通過研究新形勢下的政府在鄉(xiāng)村休閑旅游市場中的職能定位,為提高政府在鄉(xiāng)村休閑旅游業(yè)中執(zhí)行職能的效率提供參考。
[Abstract]:In the present market economy, the government and the market will play two decisive roles in order to make the means of production to be effectively allocated and the economic activities to develop harmoniously.Which of the two is better or worse, there has been no conclusion about who is the main one for more than one hundred years.Government management is easy to control but relatively rigid, market coordination pays attention to practical efficiency but often "failure."In different time and object, both must pay attention to the change of growth and decline, coordinate with each other in order to achieve dynamic balance.Before the 21st century, the attitude of our country to the rural leisure tourism has adopted the government as the leading, the push type leaps and bounds development pattern, the government behavior plays the decisive role in our country tourism development process.The government makes use of the powerful administrative ability, increases the investment, speeds up the infrastructure construction, expands the industrial scale, vigorously packages the propaganda, pulls the consumer group, causes our country's tourism industry to obtain the considerable development.In recent years, the tourism industry in China has become a hot industry, the market mechanism can not help but play a more and more important role, the government also began to realize that they should play a role in desalination.With the further improvement of the market-oriented system of tourism economy, on the one hand, the functions of the government will be further simplified, on the other hand, the focus of the functions will also be shifted.It is an important problem that needs to be discussed in detail.By using the theory of sustainable development and polycentric governance, this paper discusses the significance and ways of developing rural leisure tourism.By discussing the tourism development of Siming Mountain in Yuyao, this paper sums up the common problems existing in the development of rural leisure tourism at present.Through summing up the advanced experience of government governance in the typical cases of rural leisure tourism development and construction in Zhejiang province, this paper puts forward some measures to improve rural leisure tourism.It is hoped that by studying the function orientation of the government in the rural leisure tourism market under the new situation, this paper will provide a reference for improving the efficiency of the government in carrying out the functions in the rural leisure tourism.
