【摘要】：本文試圖回到"國家與社會"關(guān)系的討論層面上,提出理解我國國家與社會組織關(guān)系的一種認(rèn)知框架�；贜市黨群部門借助社會組織推進(jìn)社會治理的創(chuàng)新實踐,本文提出"雙向嵌入"的概念。社會組織在資源、合法性、制度支持方面嵌入于國家,而國家的意志與目標(biāo)卻嵌入在社會組織的運作中,從而提升政體的治理能力。這種"雙向嵌入"的結(jié)構(gòu)使得國家與社會雙方的權(quán)力都得到了提升,形成"雙向賦權(quán)"。這在客觀上已成為我國構(gòu)造國家與社會組織關(guān)系的現(xiàn)實選擇。與既有研究相比,本文貢獻(xiàn)有二:第一,黨群部門在意識形態(tài)的意義上同化和利用社會組織網(wǎng)絡(luò),這種借用社會組織進(jìn)行政治整合的趨向,不同于傳統(tǒng)的資源與服務(wù)遞送;第二,黨群部門在治理過程中對于社會組織資源的調(diào)用,實際上提升了政黨國家的社會動員和控制能力。
[Abstract]:This paper attempts to return to the discussion of the relationship between the state and society, and proposes a cognitive framework for understanding the relationship between the state and social organizations in China.Based on the innovative practice of promoting social governance by means of social organization, this paper puts forward the concept of "bidirectional embedding".Social organizations are embedded in the state in the aspects of resources, legitimacy and institutional support, while the will and goal of the state are embedded in the operation of social organizations, thus enhancing the governance capacity of the polity.This "bidirectional embedding" structure promotes the power of both state and society and forms bidirectional empowerment.This has objectively become the realistic choice of structuring the relationship between the state and social organizations in our country.Compared with the existing research, this paper has two contributions: first, the party and mass departments assimilate and utilize the social organization network in the sense of ideology, which is different from the traditional delivery of resources and services by borrowing the social organization to carry on the political integration;Second, the use of social organization resources by party and group departments in the process of governance has actually enhanced the ability of social mobilization and control in the party country.
