【摘要】："公共生產(chǎn)"是與"公共服務(wù)"相類比的概念,是指政府為追求最大化的社會(huì)產(chǎn)出而對(duì)其掌控的公共資源的配置活動(dòng)。它從資源配置、要素聚合、社會(huì)產(chǎn)出、國民財(cái)富創(chuàng)造、經(jīng)濟(jì)基礎(chǔ)提供等"生產(chǎn)性"而非"消費(fèi)性"的意義上去界說當(dāng)代政府職能與政府治理,旨在克服因公共服務(wù)理念泛化和絕對(duì)化所引致的消費(fèi)主義偏執(zhí)。在當(dāng)前中國經(jīng)濟(jì)呈現(xiàn)"L"型走勢(shì)且全球治理競(jìng)爭(zhēng)激烈的背景下推進(jìn)供給側(cè)結(jié)構(gòu)性改革,強(qiáng)調(diào)政府的公共生產(chǎn)有著遠(yuǎn)比強(qiáng)調(diào)政府的公共服務(wù)更為緊迫的意義與價(jià)值。在供給側(cè)結(jié)構(gòu)性改革中坐實(shí)政府的公共生產(chǎn)職能,除了要糾正公共服務(wù)理念泛化的偏差并回歸到公共生產(chǎn)與公共服務(wù)相統(tǒng)一的政府治理理念,還要強(qiáng)化政府對(duì)公共資源的有效配置、提升政府治理的全要素生產(chǎn)率和做強(qiáng)、做優(yōu)、做大國有企業(yè)。
[Abstract]:The concept of "public production" is analogous to "public service", which refers to the allocation of public resources controlled by the government in pursuit of maximization of social output.It defines contemporary government functions and government governance in the sense of "productive" rather than "consumptive" in terms of resource allocation, factor aggregation, social output, national wealth creation, and economic base provision.The aim is to overcome consumerism bigotry caused by the generalization and absoluteness of public service concept.Under the background of the present "L" trend of Chinese economy and the fierce competition of global governance, the supply-side structural reform is promoted. It is more urgent and valuable to emphasize the public production of the government than to emphasize the public service of the government.In the process of supply-side structural reform, we should not only correct the deviation of the concept of public service generalization and return to the concept of government governance which is the unity of public production and public service, but also put the government's public production function into practice.We should also strengthen the government's effective allocation of public resources, enhance the total factor productivity of government governance, make it stronger, make it better, and make state-owned enterprises bigger.
