【摘要】：既往街頭官僚研究忽略了協(xié)管員、臨時(shí)工這一準(zhǔn)街頭官僚群體,掩蓋了街頭官僚之下的權(quán)威結(jié)構(gòu)及其運(yùn)作機(jī)制。準(zhǔn)街頭官僚是官僚體制的有機(jī)組成部分,發(fā)揮著勞動(dòng)代理者、風(fēng)險(xiǎn)緩和者和非正式治理者等功能。從城管協(xié)管員的來源與構(gòu)成看,絕大多數(shù)準(zhǔn)街頭官僚都是普通市民,故而,我們不應(yīng)因少數(shù)不良分子而全盤否定其素養(yǎng)和功能。在街頭行政對(duì)協(xié)管員存在剛性需求的情況下,貿(mào)然大批解雇協(xié)管員恐會(huì)引發(fā)不可預(yù)計(jì)的行政與社會(huì)后果,行政體制改革在此宜慎行。
[Abstract]:The past studies of street bureaucrats neglected the concierge and temporary workers, which concealed the authority structure and its operating mechanism under the street bureaucrats.The quasi-street bureaucracy is an organic part of the bureaucracy system, which plays the functions of labor agent, risk moderator and informal governer.Judging from the source and composition of the chengguan, the vast majority of quasi-street bureaucrats are ordinary citizens. Therefore, we should not completely deny their literacy and function because of a small number of undesirable elements.In the case of rigid demand for wardens in street administration, the sudden dismissal of wardens may lead to unpredictable administrative and social consequences, and the reform of administrative system should be carefully carried out here.
