新媒體時代公共危機(jī)管理問題研究

【摘要】:我國目前處于社會轉(zhuǎn)型時期,各類突發(fā)事件的背景日趨復(fù)雜,各領(lǐng)域的相互影響和依賴性逐漸加強(qiáng),任何一件公共危機(jī)事件都有可能衍造成巨大的影響。尤其在當(dāng)下新媒體時代,新媒體技術(shù)的快速發(fā)展正在深刻改變?nèi)藗冞M(jìn)行信息交互的方式,廣大公眾可以打破空間界限,能夠即時廣泛的參與信息互動,人們既是信息的接收者也是生產(chǎn)者,可以形成強(qiáng)大的社會輿論場。近幾年來我國新媒體發(fā)展迅速,可謂是日新月異,各種不同類型的自媒體和各類形式的互聯(lián)網(wǎng)創(chuàng)意層出不迭,廣大網(wǎng)民通過新媒體傳播輿論,引導(dǎo)社會價值觀的現(xiàn)象時有發(fā)生,政府如對公共危機(jī)事件處理不當(dāng),都會造成難以估量的危機(jī)風(fēng)波。那么,在新媒體時代政府公共危機(jī)管理與新媒體之間存在何種契合?政府如何處理新媒體和公眾的關(guān)系?政府在公共危機(jī)管理中該如何發(fā)揮新媒體的最大效用?這都是需要我們討論的現(xiàn)實(shí)問題。本文以新媒體環(huán)境下的危機(jī)治理背景,以探求新媒體時代提升政府公共危機(jī)管理水平的途徑為目的,梳理出危機(jī)管理與新媒體特征之間的內(nèi)在聯(lián)系,結(jié)合個案分析政府危機(jī)管理的邏輯。全文共有四個章節(jié),第一章主要論述本文的研究背景和研究意義,綜述國內(nèi)外研究的現(xiàn)狀,提出本文的研究內(nèi)容和研究方法,分析新媒體視角下公共危機(jī)傳播的新特點(diǎn);第二章上升為理論闡述,首先是對新媒體進(jìn)行概述,包括概念、特點(diǎn)、發(fā)展趨勢等,其次再解釋公共危機(jī)管理的內(nèi)在含義;第三章概述新媒體時代政府進(jìn)行危機(jī)管理的手段和機(jī)制,著重選取2015年廣東河源電廠二期工程受群眾抗議的事件作為個例,分析當(dāng)?shù)卣幚泶舜瓮话l(fā)情況的對策,以個案的典型性反映出政府公共危機(jī)治理中普遍存在的問題。第四章從制度、政府、新媒體、公眾等四個維度論述如何提升政府公共危機(jī)管理水平。
[Abstract]:At present, our country is in the period of social transformation, the background of all kinds of unexpected events is becoming more and more complex, the mutual influence and dependence of each field are gradually strengthened, any public crisis event may cause enormous influence.Especially in the new media era, the rapid development of new media technology is profoundly changing the way people interact with each other. The general public can break the boundaries of space and participate in information interaction.People are both receivers and producers of information, and can form a strong public opinion field.In recent years, new media in our country have developed rapidly, which can be said to be changing with each passing day. Various types of self-media and various forms of Internet creativity have emerged. The mass of Internet users spread public opinion through new media, leading the phenomenon of social values to take place from time to time.If the government mishandled the public crisis, it would cause incalculable crisis.So, what kind of fit exists between the government public crisis management and the new media in the new media era?How does the government handle the relationship between the new media and the public?How should the government give full play to the new media in the public crisis management?These are practical issues that need to be discussed.Based on the background of crisis management in the new media environment and the ways to improve the level of government public crisis management in the new media era, this paper combs out the internal relations between the crisis management and the characteristics of new media.The logic of government crisis management is analyzed by case study.There are four chapters in this paper. The first chapter mainly discusses the research background and significance of this paper, summarizes the current research situation at home and abroad, puts forward the research content and research methods of this paper, and analyzes the new characteristics of public crisis communication from the perspective of new media.The second chapter is the theoretical elaboration, including the concept, characteristics and development trend of the new media, and then explains the inherent meaning of the public crisis management;The third chapter summarizes the means and mechanism of crisis management by the government in the new media era, and emphatically selects the incident of the second phase project of Guangdong Heyuan Power Plant in 2015 as an example to analyze the countermeasures of the local government to deal with the unexpected situation.The typical cases reflect the common problems in the government's public crisis management.The fourth chapter discusses how to improve the level of government public crisis management from four dimensions: system, government, new media and public.
