【摘要】：行政審批是國家干預經濟和實現(xiàn)社會管理控制的重要行政行為和手段。傳統(tǒng)的建設工程項目行政審批制度在我國經濟快速發(fā)展的進程中不斷暴露出如涉及部門多、周期長、程序復雜等弊端,成為影響地方經濟發(fā)展的重要因素。在我國積極進行行政審批改革的背景下,從2014年開始,呼和浩特市堅持問題導向,將建設工程項目并聯(lián)審批流程再造作為推進簡政放權向縱深發(fā)展的重要突破口,著力解決審批疊加、管理繁雜、周期不可控、費用高、效率低、成本大、容易滋生腐敗等問題。積極推行聯(lián)合審批服務,實行了審批條件清單制、擱置前置和告知承諾容缺受理、審批服務分類簡化等一系列措施,壓縮時間限時辦結、建設信息共享平臺、提供聯(lián)合咨詢服務,從而達到提高行政效能、促進政府職能轉變的目的。經過兩年多的實踐,呼和浩特市建設工程項目并聯(lián)審批工作取得了一定的成效,但是在運行機制、軟硬件配套建設、監(jiān)督管理等方面都還存在問題,建設工程項目審批時間長、審批單位各自為政、數(shù)據(jù)共享程度低、中介機構管理不規(guī)范等問題并未得到根本解決。按照查找問題、分析問題、解決問題的思路,本文首先詳細介紹了呼和浩特市建設工程項目行政審批的現(xiàn)狀,總結了現(xiàn)行審批工作中存在的問題,運用行政碎片化對問題存在原因進行了客觀分析。在新公共服務理論、整體性治理理論指導的基礎上,借鑒國內外先進經驗,提出減少審批環(huán)節(jié)、推進跨部門協(xié)作、構建信息共享平臺、加強政務中心均衡建設、規(guī)范中介服務,抓好審批事中事后監(jiān)管的對策,從而促進簡政放權、放管結合、優(yōu)化服務改革工作的進一步推進。
[Abstract]:Administrative examination and approval is an important administrative action and means for the state to interfere in the economy and realize the social management control.The traditional administrative examination and approval system for construction projects has been exposed in the process of rapid economic development in our country, such as more departments involved, long period, complicated procedures and so on, which has become an important factor affecting the development of local economy.Under the background of active administrative examination and approval reform in our country, since 2014, Hohhot has adhered to the problem orientation, reengineering the parallel examination and approval process of construction projects as an important breakthrough to promote the decentralization of government to the depth of development.Try to solve the problems of superposition of examination and approval, complicated management, uncontrollable cycle, high cost, low efficiency, high cost, easy to breed corruption and so on.We have actively implemented the joint examination and approval service, implemented the system of list of examination and approval conditions, put aside the leading position and informed the commitment to accept the missing, simplified the classification of the examination and approval services, and reduced the time limit to complete the examination and approval service, and built a platform for information sharing.To provide joint advisory services in order to improve administrative effectiveness and promote the transformation of government functions.After more than two years of practice, the parallel examination and approval of construction projects in Hohhot has achieved certain results, but there are still problems in the aspects of operation mechanism, hardware and software supporting construction, supervision and management, etc. The approval time for construction projects is long.The problems of examination and approval unit, low degree of data sharing and nonstandard management of intermediary organization have not been solved fundamentally.According to the train of thought of finding, analyzing and solving problems, this paper firstly introduces in detail the current situation of administrative examination and approval of construction projects in Hohhot, and summarizes the problems existing in the current examination and approval work.Administrative fragmentation is used to analyze the causes of the problems objectively.Based on the guidance of the new public service theory and the holistic governance theory, and drawing on the advanced experience at home and abroad, the paper proposes to reduce the examination and approval links, promote inter-departmental cooperation, build an information sharing platform, strengthen the balanced construction of the government affairs center, and standardize the intermediary services.The countermeasures of supervision after examination and approval should be carried out so as to promote the decentralization of government, the combination of administration and administration, and the further promotion of service reform.
