【摘要】：“回應(yīng)”作為政府基本職能的具體體現(xiàn),直接反映了政府的服務(wù)水平與服務(wù)能力。而“網(wǎng)絡(luò)回應(yīng)”是政府行政在網(wǎng)絡(luò)時代的應(yīng)有之義,是政府行使行政管理職能、提供公共服務(wù)的一種新渠道、新方式、新工具。政府網(wǎng)絡(luò)回應(yīng),即政府部門及其工作人員以計算機技術(shù)、網(wǎng)絡(luò)技術(shù)為基礎(chǔ),以網(wǎng)絡(luò)空間為表達場域,通過博客、論壇、留言板、政務(wù)微博、政務(wù)微信等各種網(wǎng)絡(luò)虛擬平臺,對公眾的關(guān)注、訴求、意愿等作出及時、負責(zé)的響應(yīng),并對公眾需要解決的問題采取切實、有效的措施予以解決。2011年2月23日,習(xí)近平同志在出席中央黨校省部級主要領(lǐng)導(dǎo)干部社會管理及其創(chuàng)新專題研討班結(jié)業(yè)式的講話中強調(diào),群眾工作是社會管理的基礎(chǔ)性、經(jīng)常性、根本性工作。我們黨要做好群眾工作,就必須高度重視互聯(lián)網(wǎng),重視傾聽網(wǎng)民的聲音。這說明,黨和政府已經(jīng)充分意識到加強政府網(wǎng)絡(luò)回應(yīng)的重要性和緊迫性。政府網(wǎng)絡(luò)回應(yīng)是政府回應(yīng)在網(wǎng)絡(luò)時代的一場革命性變革。與傳統(tǒng)條件下的政府回應(yīng)相比,它不僅在回應(yīng)平臺、回應(yīng)方式、回應(yīng)速度上發(fā)生了巨大變化,同時也必將引發(fā)回應(yīng)理念的深刻變化。盡管虛擬場域的回應(yīng)無論當(dāng)前還是未來都不可能完全替代政府線下的實體性回應(yīng),但政府網(wǎng)絡(luò)回應(yīng)所展現(xiàn)出的強大回應(yīng)能力和特殊功能決定了任何地方政府都無法忽視。政府網(wǎng)絡(luò)回應(yīng)以政府為主體,網(wǎng)絡(luò)為平臺和工具。它具有開放性、交互性、便捷性等突出特點,因而極大地便利了公眾參與,同時也拓寬了政民互動的渠道,提高了政府回應(yīng)的速度和能力。它能夠及時、高效地發(fā)布政府信息,回應(yīng)公眾訴求,從而滿足公眾需求,減輕政府與民眾之間的張力,同時也有助于塑造政府為民服務(wù)的良好形象,提升政府公信力。但是由于各種原因,我國各級地方政府的網(wǎng)絡(luò)回應(yīng)雖然在20世紀末伴隨著網(wǎng)絡(luò)的日漸普及而興起,但地方政府的網(wǎng)絡(luò)回應(yīng)仍然面臨著一系列現(xiàn)實困境,如渠道單一、制度缺失、效率低下等,網(wǎng)絡(luò)回應(yīng)的優(yōu)勢與潛能還沒有得到充分發(fā)揮。造成這些問題的原因既有理念、意識層面的,也有機制、制度層面的,還有人員素質(zhì)層面的。因此,只有轉(zhuǎn)變觀念,明晰責(zé)任,暢通渠道,拓寬平臺,提高素養(yǎng),多管齊下,才能有效地化解目前政府網(wǎng)絡(luò)回應(yīng)所面臨的現(xiàn)實困境。
[Abstract]:As a concrete embodiment of the basic functions of the government, "response" directly reflects the service level and service capacity of the government."Network response" is the proper meaning of government administration in the network era, and it is a new channel, new way and new tool for the government to carry out administrative functions and provide public services.Government network response, that is, government departments and their staff based on computer technology, network technology, cyberspace as expression field, through blogs, forums, message boards, government affairs Weibo, government WeChat and other network virtual platforms,Respond promptly and responsibly to public concerns, appeals, wishes, etc., and take practical and effective measures to address problems that the public needs to address. February 23, 2011,Comrade Xi Jinping stressed in his speech at the conclusion of a seminar on social management and innovation of major leading cadres at the provincial and ministerial levels of the Central Party School that mass work is the foundation, regular, and fundamental work of social management.Our party must attach great importance to the Internet and listen to the voice of netizens if we want to do a good job of mass work.This shows that the party and government have fully realized the importance and urgency of strengthening government network response.Government network response is a revolutionary change of government response in the internet age.Compared with the traditional government response, it not only changes greatly in response platform, response mode and response speed, but also leads to profound changes in response concept.Although the virtual field response can not completely replace the entity response under the government line at present or in the future, the strong response ability and special function of the government network response can not be ignored by any local government.The government network response takes the government as the main body, the network as the platform and the tool.It has the outstanding characteristics of openness, interactivity, convenience and so on, which greatly facilitates the participation of the public, and at the same time broadens the channels of interaction between the government and the people, and improves the speed and ability of the government to respond.It can timely and efficiently release government information, respond to public demands, meet public needs, reduce the tension between government and the public, and help to shape the good image of government serving the people and enhance the credibility of the government.However, because of various reasons, the network response of local government at all levels in our country rose with the popularity of the network at the end of the 20th century, but the network response of the local government still faces a series of practical difficulties, such as single channel, lack of system.Low efficiency, network response to the advantages and potential has not been fully played.The causes of these problems include concept, consciousness, mechanism, system and personnel quality.Therefore, only by changing ideas, clarifying responsibilities, unblocking channels, widening platforms, improving literacy, multi-pronged approach, can we effectively resolve the current government network response to the real dilemma.
