【摘要】：本文以安全生產(chǎn)理論和相關政府部門資料為基礎,構建安全生產(chǎn)公共服務能力指標評價體系,同時采取理論和實踐相結合的方法,分析構建評價指標的合理性、科學性和可行性三個維度。具體在安全生產(chǎn)公共服務能力測評體系中,分為政府安全監(jiān)管和社會監(jiān)督能力、法制保障能力、技術裝備保障能力、事故防范綜合治理能力、安全事故救援和應急處置能力、安全知識宣傳教育能力6個一級指標,往下又包括17個二級指標和37個三級指標。通過對測評指標科學性、合理性和可行性三個維度的分析,即對構建指標的合理性、指標使用的科學性和具體指標應用的分析,并通過對成都市安全生產(chǎn)公共服務能力的測評,得出建立安全生產(chǎn)公共服務能力測評體系的必要性。對安全生產(chǎn)公共服務能力評價指標體系構建,在本文主要分為以下幾個部分:第一部分為緒論部分。簡要分析了本文課題的提出,對國內外安全生產(chǎn)公共服務能力的研究現(xiàn)狀進行了分析和總結,并交代了研究思路和方法。第二部分為相關概念和理論部分。這一部分主要對安全生產(chǎn)、公共服務能力、安全生產(chǎn)公共服務能力等基本概念和指標體系構建的理論依據(jù)進行介紹,主要包括新公共服務理論、層次分析理論等,這些都為后面的論述奠定了基礎。第三部分為安全生產(chǎn)公共服務能力評價指標體系構建,主要是對指標體系構建因素,包括6個維度及所含二、三級指標的具體含義進行介紹,最后形成了安全生產(chǎn)公共服務能力的綜合評價指標。第四部分為對安全生產(chǎn)公共服務能力評價指標體系進行合理性分析,主要是對邏輯的合理性、指標的合理性甄別和現(xiàn)實的合理性三部分構成。第五部分主要是安全生產(chǎn)公共服務能力評價指標體系進行科學性分析,包括指標量化方法的科學性,以及基于德爾菲法和層次分析法的權重指標構建。第六部分主要是安全生產(chǎn)公共服務能力評價指標體系進行可行性分析,這里主要是以成都市為例,對成都的安全生產(chǎn)公共服務能力進行6個的測評,分析其各個維度的能力發(fā)展狀況。第七部分主要是研究結論和不足與展望。
[Abstract]:Based on the safety production theory and relevant government departments' data, this paper constructs the evaluation system of public service capacity of safety production. At the same time, the rationality of constructing the evaluation index is analyzed by combining theory with practice.There are three dimensions of science and feasibility.In the evaluation system of public service ability of safety production, it is divided into government safety supervision and social supervision ability, legal system support ability, technical equipment support ability, comprehensive accident prevention and management ability, safety accident rescue and emergency treatment ability,The ability of safety knowledge propaganda and education includes 6 primary indexes and 17 secondary indicators and 37 tertiary indicators.Through the analysis of the three dimensions of scientific, rational and feasibility of the evaluation index, that is, the rationality of the construction index, the scientific nature of the use of the index and the application of the specific index, and through the evaluation of Chengdu's public service capacity of safe production.It is necessary to establish the evaluation system of public service ability in production safety.In this paper, the evaluation index system of public service capacity of safe production is mainly divided into the following parts: the first part is the introduction part.This paper briefly analyzes the proposition of this paper, analyzes and summarizes the present situation of the research on the public service capacity of safe production at home and abroad, and explains the research ideas and methods.The second part is related concepts and theories.This part mainly introduces the basic concepts of safe production, the ability of public service, the ability of public service of safety production, and the theoretical basis for the construction of index system, including the theory of new public service, the theory of analytic hierarchy process and so on.All these have laid the foundation for the following discussion.The third part is the construction of the evaluation index system of the public service capacity of safety production, which mainly introduces the construction factors of the index system, including six dimensions and the specific meaning of the second and third grade indexes.Finally, the comprehensive evaluation index of public service capacity of safety production is formed.The fourth part is the rationality analysis of the evaluation index system of the public service ability of safety production, which mainly consists of three parts: the rationality of logic, the reasonable discrimination of index and the rationality of reality.The fifth part is the scientific analysis of the evaluation index system of the public service ability of safety production, including the scientific nature of the index quantification method, and the construction of the weight index based on Delphi method and AHP.The sixth part is mainly about the feasibility analysis of the evaluation index system of the public service ability of safety production. This paper mainly takes Chengdu as an example to evaluate the public service ability of the safety production in Chengdu for 6 years.Analyze the ability development of each dimension.The seventh part mainly is the research conclusion and the insufficiency and the prospect.
