【摘要】：隨著互聯(lián)網(wǎng)的創(chuàng)新擴散和社交網(wǎng)絡產(chǎn)品的更新迭代,網(wǎng)絡輿情治理水平已經(jīng)成為衡量政府治理體系和治理能力現(xiàn)代化程度的重要標準之一。政府網(wǎng)絡輿情治理體系的完善和治理能力的提升,有利于密切政府與人民群眾之間的血肉聯(lián)系,提升政府的政治合法性和公信力;有利于從根本上調動市場、社會、公民等多元社會主體的積極性,助推經(jīng)濟轉型升級;有利于社會中多元主體參與到政府決策、公共政策制定和國家治理進程中來,提升整個社會的文明程度;有利于網(wǎng)絡中多元主體自覺自律,共同維護網(wǎng)絡輿情生態(tài)的風清氣正。本文以2016年“武漢暴雨事件”為研究案例,將抓取的2016年6月27日0時到2016年7月23日23時的12678條精品熱門微博、100個微博賬號作為研究樣本,綜合運用社會網(wǎng)絡分析法、案例分析法等方法對10類100位微博賬號主體在“武漢暴雨事件”網(wǎng)絡輿情治理中角色、行為、影響進行深入分析。分析結果表明,100位微博賬號主體的總體相互關注度、總體關系緊密度、總體信息傳播度以及個體的邊緣度、個體的中介度、個體的結構性結果與理想標準有著較大差距,微博各主體之間也存在著明顯差異,網(wǎng)絡輿情失范、失序、失真問題較為嚴重,政府網(wǎng)絡輿情治理體系和治理能力有待進一步提升。全文主要由五大部分組成。第一部分為緒論,介紹了本研究的選題背景、研究意義,同時梳理了國內外相關研究現(xiàn)狀、理論、方法、觀點、成果。第二部分為論文相關概念、理論、方法概述,厘清熱點公共事件和網(wǎng)絡輿情的含義,闡明有關網(wǎng)絡輿情治理的理論基礎,介紹社會網(wǎng)絡分析法。第三部分則是基于社會網(wǎng)絡分析法,對整個研究體系進行周密設計。第四部分為實證研究與分析,通過關系鄰接矩陣的社會網(wǎng)絡指標計算對“武漢暴雨事件”網(wǎng)絡輿情治理各主體的總體相互關注度、總體關系緊密度、個體的中心度等六大維度的結果進行分析。第五部分為“武漢暴雨事件”政府網(wǎng)絡輿情治理研究結論、問題分析和對策建議。本文可能的創(chuàng)新點體現(xiàn)在兩方面:一方面是以公共管理視角研究政府網(wǎng)絡輿情多元主體共治,將治理理論和議程設置理論與網(wǎng)絡輿情研究相結合,發(fā)現(xiàn)政府網(wǎng)絡輿情治理存在的問題并提出對策;另一方面運用社會網(wǎng)絡分析法和案例分析法研究政府網(wǎng)絡輿情治理,以網(wǎng)絡輿情實踐研究為導向,將質性與量化研究方法相結合,提升網(wǎng)絡輿情治理研究的現(xiàn)實相關度。
[Abstract]:With the innovation diffusion of the Internet and the renewal and iteration of social network products, the level of network public opinion governance has become one of the important standards to measure the degree of modernization of government governance system and governance ability.The improvement of the government network public opinion governance system and the improvement of the governance ability are conducive to close the blood and flesh ties between the government and the masses of the people, to enhance the political legitimacy and credibility of the government, to fundamentally mobilize the market and society,The enthusiasm of citizens and other pluralistic social subjects helps to promote the economic transformation and upgrade, which is conducive to the participation of the pluralistic subjects in the government decision-making, public policy formulation and the process of national governance, so as to enhance the civilization of the whole society.It is beneficial to the self-discipline of multi-subjects in the network and to the maintenance of the ecology of network public opinion.This paper takes the "Wuhan rainstorm event" in 2016 as a case study, and uses social network analysis method to analyze 12678 top items Weibo and 100 Weibo accounts seized from June 27, 2016 to 23:00 on July 23, 2016.This paper analyzes the role, behavior and influence of 10 kinds of 100 Weibo account subjects in the management of "Wuhan rainstorm event" network public opinion.The results show that there is a big gap between the overall mutual attention degree, the overall relationship degree, the overall information dissemination degree, the individual edge degree, the individual intermediary degree, the individual structural result and the ideal standard.There are also obvious differences among the subjects of Weibo. The network public opinion is out of order and distortion is more serious. The governance system and ability of government network public opinion need to be further improved.The paper consists of five parts.The first part is the introduction, which introduces the background and significance of the research, and combs the current situation, theory, methods, viewpoints and achievements of the research at home and abroad.The second part is related concepts, theories, methods, clarify the meaning of hot public events and network public opinion, clarify the theoretical basis of network public opinion governance, and introduce the social network analysis method.The third part is based on the social network analysis, the whole research system is carefully designed.The fourth part is the empirical research and analysis, through the social network index of the relation adjoining matrix to calculate the total mutual concern degree and the overall relation close degree to the "Wuhan rainstorm event" network public opinion governance each main body.The results of six dimensions, such as individual centrality, were analyzed.The fifth part is the conclusion of the government network public opinion management, the problem analysis and the countermeasure suggestion.The possible innovations of this paper are reflected in two aspects: on the one hand, it studies the multi-subject co-governance of government network public opinion from the perspective of public management, and combines governance theory and agenda setting theory with the research of network public opinion.On the other hand, it uses social network analysis and case analysis to study the governance of government network public opinion, which is guided by the practical research of network public opinion.Combining qualitative and quantitative research methods to improve the relevance of network public opinion governance research.
