【摘要】：我國現(xiàn)已初步形成了覆蓋中央和省、自治區(qū)、直轄市的信息網(wǎng)絡(luò)系統(tǒng)。但是涉及突發(fā)事件緊急信息采集渠道還不夠暢通,緊急信息的報送和處理機制還不健全。種種的不完善會使各級政府對各類突發(fā)事件的預(yù)警和處理無法達到及時、準確的要求,從而影響突發(fā)事件的處理效果。本文從朝陽市現(xiàn)階段的重要緊急信息報送體系入手,借鑒美國紐約市、南寧市應(yīng)對突發(fā)事件的緊急信息報送先進經(jīng)驗,力求尋找到朝陽市報送體系的不足,然后提出完善措施,最終達到提高重要緊急信息報送效率,加大朝陽市應(yīng)對突發(fā)事件的能力。論文運用了文獻研究法、比較研究法、系統(tǒng)研究法進行論述。首先對突發(fā)事件、重要緊急信息等概念進行界定,介紹我國重要緊急信息報送工作的提出和發(fā)展歷程。其次,從影響突發(fā)事件的重要緊急信息報送的因素出發(fā),對朝陽市重要緊急信息報送的現(xiàn)狀及其所存在的問題進行分析。最后,針對朝陽市重要緊急信息報送工作中軟件、人員素質(zhì)以及制度建設(shè)等方面的不足提出了合理建議,以提高朝陽市處置突發(fā)事件的效率。
[Abstract]:Our country has already formed the information network system that covers the central authorities and provinces, autonomous regions and municipalities.However, emergency information collection channels are not clear enough, and the reporting and processing mechanism of emergency information is not perfect.All kinds of imperfections will make the early warning and handling of all kinds of emergencies unable to meet the requirements of timely and accurate, thus affecting the effect of dealing with unexpected events.This paper starts with the important emergency information reporting system in Chaoyang City at the present stage, draws lessons from the advanced experience of emergency information reporting in New York City and Nanning City, and tries to find out the deficiencies of the emergency information reporting system in Chaoyang City, and then puts forward some perfect measures.Finally, to improve the efficiency of reporting important emergency information, and increase the ability of Chaoyang City to deal with emergencies.The paper uses the literature research method, the comparative research method, the system research method to carry on the elaboration.Firstly, the concepts of emergency and important emergency information are defined, and the development of important emergency information reporting in China is introduced.Secondly, this paper analyzes the present situation and existing problems of important emergency information reporting in Chaoyang City from the perspective of the factors that affect the important emergency information delivery.Finally, some reasonable suggestions are put forward to improve the efficiency of dealing with emergency events in Chaoyang in view of the shortcomings of software, personnel quality and system construction in the reporting of important emergency information in Chaoyang.
