【摘要】：社會救助治理的核心要義在于多元主體對社會救助事務(wù)的合作共治,其主要特征有主體的多元性、內(nèi)容的系統(tǒng)性、方式的參與性和目的的公共性。"元治理"是科層治理、網(wǎng)絡(luò)治理、市場治理三種治理模式的協(xié)同組合,旨在達(dá)成元治理參與者公認(rèn)的最優(yōu)化治理結(jié)果。"元治理"與社會救助治理之間既有區(qū)別也有聯(lián)系,而"元治理"相對于其他治理范式或方法的比較優(yōu)勢更為明顯。當(dāng)前,我國社會救助治理存在的突出問題是政府主導(dǎo)模式下的科層治理、網(wǎng)絡(luò)治理、市場治理發(fā)展不平衡,并缺乏"治理的治理"層面的統(tǒng)籌協(xié)調(diào)。為此,應(yīng)當(dāng)借鑒"元治理"的理念和方法創(chuàng)新社會救助治理,既優(yōu)化社會救助領(lǐng)域科層治理、網(wǎng)絡(luò)治理、市場治理三種治理模式的功能作用,又促進(jìn)三者之間的協(xié)同組合。
[Abstract]:The core meaning of social relief governance lies in the cooperation and co-governance of multiple subjects in social relief affairs. Its main characteristics are the plurality of subjects, the systematization of content, the participation of ways and the publicity of purpose. "Meta-governance "is a collaborative combination of three governance models: branch governance, network governance and market governance, aiming to achieve the optimal governance results recognized by the meta-governance participants."There are differences and relations between meta-governance and social relief governance, and the comparative advantages of meta-governance are more obvious than other governance paradigms or methods.At present, the outstanding problems in the governance of social assistance in our country are the imbalance of the development of the governance of science, network and market under the mode of government leading, and the lack of overall coordination at the level of "governance of governance".Therefore, the concept and method of "meta-governance" should be used for reference to innovate the governance of social assistance, which not only optimizes the function of the three governance modes in the field of social assistance, such as branch governance, network governance and market governance, but also promotes the synergistic combination among them.
