完善中小城市高鐵站點(diǎn)周邊地區(qū)公共服務(wù)研究

【摘要】:隨著高鐵建設(shè)的不斷加快,高鐵網(wǎng)絡(luò)逐步形成,人們越發(fā)體驗(yàn)到高鐵的便利,甚至改變了人們出行的時(shí)空觀念,獲得了普遍的認(rèn)可。高鐵網(wǎng)絡(luò)的形成,不僅僅使我國的交通領(lǐng)域得到優(yōu)化,而且隨著經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)入新常態(tài),高鐵建設(shè)己成為推動(dòng)城市多中心發(fā)展、都市圈等新的空間結(jié)構(gòu)格局形成的重要戰(zhàn)略選擇。在這背景下,城市化的發(fā)展已經(jīng)不在遵循從前那種單體發(fā)展的模式,而是向城市群轉(zhuǎn)變。目前,絕大部分城市都把高鐵站點(diǎn)的設(shè)立當(dāng)做是城市發(fā)展的新方向,報(bào)以較高的期望,均在高鐵站點(diǎn)周邊地區(qū)規(guī)劃處較大的用地,爭相開發(fā)。但是從各城市對高鐵站點(diǎn)周邊地區(qū)的開發(fā)實(shí)際情況來看,我國對高鐵站點(diǎn)周邊地區(qū)的開發(fā)建設(shè)情況并不十分理想,尤其是對于中小城市而言。在中小城市高鐵站點(diǎn)周邊地區(qū)中,在建成到已經(jīng)通車數(shù)年的時(shí)間里,站點(diǎn)周邊地區(qū)的相關(guān)公共服務(wù)仍然沒有完善,與當(dāng)初的規(guī)劃呈現(xiàn)出較大的反差。因?yàn)檫@些站點(diǎn)地區(qū)基本上都是位于城市的邊緣地區(qū),地區(qū)自身的建設(shè)薄弱。大部分站點(diǎn)周邊地區(qū)因?yàn)楦鱾(gè)公共服務(wù)的缺失,開始出現(xiàn)了質(zhì)疑的聲音。中小城市高鐵站點(diǎn)周邊地區(qū)的公共服務(wù)供給是高鐵站點(diǎn)建設(shè)的關(guān)鍵點(diǎn),同時(shí)也是本文研究的起點(diǎn)。從論文的內(nèi)容來看,論文首先闡述本論文選題的背景及意義,總結(jié)了國內(nèi)外涉及高鐵站點(diǎn)周邊地區(qū)公共服務(wù)的相關(guān)研究成果。緊接著對中小城市、高鐵站點(diǎn)周邊地區(qū)、公共服務(wù)等基本概念進(jìn)行了界定,并介紹了TOD模式、新公共服務(wù)理論及城市觸煤理論作為本文研究的理論依據(jù)。然后就是本文的重點(diǎn),闡述我國中小城市高鐵站點(diǎn)周邊地區(qū)公共服務(wù)的現(xiàn)狀,接著從基礎(chǔ)公共服務(wù)、公共安全服務(wù)、社會(huì)公共服務(wù)這三個(gè)方面著重分析中小城市高鐵站點(diǎn)周邊地區(qū)公共服務(wù)存在的問題,并對問題的原因進(jìn)行分析。再以湘潭北站為中小城市高鐵站的典型案例,探討湘潭北站周邊地區(qū)公共服務(wù)存在的問題。然后結(jié)合國內(nèi)外案例,分析了可引用借鑒的高鐵站點(diǎn)周邊地區(qū)公共服務(wù)模式,總結(jié)經(jīng)驗(yàn),為下文提出合理的對策提供了依據(jù)。最后,結(jié)合我國實(shí)際,對中小城市高鐵站點(diǎn)周邊地區(qū)公共服務(wù)提出合理可行的政策建議,以期能對促進(jìn)我國中小城市高鐵站點(diǎn)周邊地區(qū)公共服務(wù)的完善提供一些參考。
[Abstract]:With the accelerating construction of high-speed rail, the high-speed rail network is gradually formed, people more and more experience the convenience of high-speed rail, and even change people's concept of travel time and space, has been widely recognized.The formation of high-speed rail network not only optimizes the transportation field in China, but also with the economic and social development entering the new normal, high-speed rail construction has become a driving force for urban multi-center development.The important strategic choice for the formation of new spatial structure pattern such as metropolitan area.In this context, the development of urbanization has changed to urban agglomeration instead of following the former model of individual development.At present, most cities regard the establishment of high-speed railway stations as a new direction of urban development, with higher expectations, in the area around high-speed rail stations planning larger land, competing for development.However, from the actual situation of the development of the surrounding areas of the high-speed railway stations in various cities, the development and construction of the surrounding areas of the high-speed railway stations in China is not very ideal, especially for the small and medium-sized cities.In the surrounding areas of high-speed railway stations in small and medium-sized cities, in the period of several years since the completion of the railway stations, the related public services in the surrounding areas of the stations are still not perfect, showing a big contrast with the original plan.Because these sites are basically located on the edge of the city, the region's own construction is weak.Most sites around the area because of the lack of public services, began to question the voice.The supply of public service is the key point in the construction of high-speed railway stations in small and medium-sized cities, and it is also the starting point of this paper.From the content of the paper, the paper first describes the background and significance of this paper, summarizes the domestic and foreign related research results related to public services around high-speed rail stations.Then it defines the basic concepts of small and medium-sized cities, the surrounding areas of high-speed railway stations, public services and so on, and introduces the TOD model, new public service theory and urban coal theory as the theoretical basis of this study.Then the focus of this paper is to explain the current situation of public services in the areas around high-speed rail stations in small and medium-sized cities in China, and then from the basic public services to public security services.The three aspects of social public service focus on the problems of public service in the surrounding areas of high-speed railway stations in small and medium-sized cities, and the causes of the problems are analyzed.Taking Xiangtan North Station as a typical case of high-speed railway station in medium and small cities, the problems of public service in the surrounding area of Xiangtan North Railway Station are discussed.Then combined with the domestic and foreign cases, the paper analyzes the public service mode around the high-speed railway station, summarizes the experience, and provides the basis for the following reasonable countermeasures.Finally, combining with the reality of our country, this paper puts forward some reasonable and feasible policy suggestions for the public service around the high-speed railway stations in small and medium-sized cities, in the hope of providing some references for the improvement of the public services around the high-speed railway stations in the small and medium-sized cities of our country.
