【摘要】：我國(guó)邊疆社會(huì)問(wèn)題治理中的府際合作是各級(jí)政府在轉(zhuǎn)型期邊疆社會(huì)問(wèn)題凸顯的形勢(shì)下,把不同資源優(yōu)勢(shì)的政府組織有效統(tǒng)合成一個(gè)既分工又協(xié)作,以邊疆社會(huì)問(wèn)題治理為落腳點(diǎn)的治理模式。邊疆社會(huì)問(wèn)題的民族性、互動(dòng)性、復(fù)雜性等特征決定了府際合作是邊疆社會(huì)問(wèn)題的最佳治理模式之一。目前,邊疆社會(huì)問(wèn)題治理中府際合作模式主要以傳統(tǒng)的縱向和橫向合作為主,并且這種傳統(tǒng)的府際合作模式已然不能夠適應(yīng)邊疆社會(huì)問(wèn)題治理的需要。轉(zhuǎn)型期邊疆社會(huì)問(wèn)題治理中府際合作應(yīng)當(dāng)從在中央政府設(shè)立指導(dǎo)協(xié)調(diào)機(jī)構(gòu)、建立有效的合作協(xié)調(diào)保障機(jī)制、調(diào)整財(cái)政轉(zhuǎn)移支付方式、變革壓力型政府績(jī)效評(píng)估指標(biāo)體系、構(gòu)建新型政府合作意識(shí)這五個(gè)方面來(lái)進(jìn)行優(yōu)化轉(zhuǎn)型,適應(yīng)轉(zhuǎn)型期邊疆社會(huì)問(wèn)題的形勢(shì)發(fā)展,實(shí)現(xiàn)邊疆社會(huì)問(wèn)題的善治。
[Abstract]:The inter-governmental cooperation in the governance of frontier social problems in China is that governments at all levels, under the situation of prominent social problems in the border areas during the transition period, effectively integrate government organizations with different resource advantages into a division of labor and cooperation.To the borderland social problems governance as the foothold of the governance model.The characteristics of nationality, interactivity and complexity of frontier social problems determine that government cooperation is one of the best governance modes of frontier social problems.At present, traditional vertical and horizontal cooperation is the main mode of inter-governmental cooperation in the governance of frontier social problems, and this traditional mode of inter-governmental cooperation can no longer meet the needs of the governance of social problems in frontier areas.The inter-governmental cooperation in the management of social problems in the border areas in the transitional period should include setting up a guiding and coordinating organization in the central government, establishing an effective mechanism for cooperation and coordination, adjusting the mode of financial transfer payment, and reforming the pressure-type government performance evaluation index system.It is necessary to construct a new sense of government cooperation in order to optimize the transformation, adapt to the development of the social problems in the border areas during the transition period, and realize the good governance of the social problems in the frontier areas.
