【摘要】：運(yùn)動(dòng)式治理是如何"嵌入"科層組織從而提升治理穩(wěn)定性的?科層治理與運(yùn)動(dòng)式治理之間存在怎樣的轉(zhuǎn)換和嵌入機(jī)制?結(jié)合在A區(qū)的田野觀察,文章在周雪光"中共人事制度說(shuō)"和陳家建提出的"督查機(jī)制"研究的基礎(chǔ)上,試圖提供一個(gè)新的解釋機(jī)制——領(lǐng)導(dǎo)小組機(jī)制。文章呈現(xiàn)了A區(qū)創(chuàng)建工作領(lǐng)導(dǎo)小組的日常運(yùn)作機(jī)制,并對(duì)領(lǐng)導(dǎo)小組機(jī)制的治理績(jī)效進(jìn)行了分析。研究發(fā)現(xiàn),地方領(lǐng)導(dǎo)小組作為溝通科層治理和運(yùn)動(dòng)式治理的治理機(jī)制,通過(guò)科層化的權(quán)威介入,依托領(lǐng)導(dǎo)小組及其辦公室的運(yùn)作,增強(qiáng)了科層治理的運(yùn)動(dòng)性和資源動(dòng)員整合能力,同時(shí)也為運(yùn)動(dòng)式治理提供了穩(wěn)定的組織載體。因此,領(lǐng)導(dǎo)小組治理機(jī)制成為科層治理運(yùn)動(dòng)化的實(shí)踐路徑。本研究有助于進(jìn)一步增強(qiáng)對(duì)中國(guó)政治官僚制下政府治理機(jī)制對(duì)地方治理影響的理解。
[Abstract]:How does sport governance "embed" layer organization to enhance governance stability?What is the mechanism of transformation and embedding between hierarchical governance and sport governance?Combined with field observation in area A, the paper tries to provide a new explanation mechanism, leading group mechanism, on the basis of Zhou Xueguang's "the theory of Communist Party personnel system" and Chen Jia-jian 's "supervision and inspection mechanism".This paper presents the daily operation mechanism of the work leading group in area A, and analyzes the governance performance of the leadership group mechanism.The study found that the local leading group, as the governance mechanism of communicating branch governance and sports governance, relies on the operation of the leading group and its office through the authority intervention of the branch level.It enhances the ability of mobility and resource mobilization and integration, and also provides a stable organizational carrier for sports governance.Therefore, the leading group governance mechanism has become the practice path of division-level governance.This study is helpful to further enhance the understanding of the influence of government governance mechanism on local governance under Chinese political bureaucracy.
