【摘要】：消除貧困是社會主義的本質(zhì)要求,一直以來也是政府工作的重點。經(jīng)過長期的努力,我國的貧困問題已經(jīng)有了很大改善,但距離2015年中央扶貧開發(fā)工作會議上強調(diào)的“確保到2020年所有貧困地區(qū)和貧困人口一道邁入全面小康社會”的要求還有一定差距。當(dāng)前,我國的扶貧工作已經(jīng)進入攻堅克難的階段,對農(nóng)村貧困人口的扶貧力度很大。與此同時,城市貧困群體也是一個不小的群體并且可能會持續(xù)地存在,所以對他們的保障也不容忽視。解決好城市貧困問題具有深遠(yuǎn)的意義,其重要性和緊迫性不亞于農(nóng)村,值得進行系統(tǒng)的研究。以《中華人民共和國國民經(jīng)濟和社會發(fā)展第十三個五年規(guī)劃綱要》(以下簡稱“十三五”規(guī)劃)向貧困宣戰(zhàn)為背景,以整體的視角對城市貧困群體的社會保障問題進行了研究和探討。運用文獻法、問卷法、案例法和比較分析法,在界定有關(guān)概念的基礎(chǔ)之上,回顧了我國城市貧困群體社會保障制度的發(fā)展歷程,通過實證調(diào)查,分析了發(fā)展現(xiàn)狀,發(fā)現(xiàn)了我國現(xiàn)行制度中存在的一些問題。這些問題主要體現(xiàn)在制度的制定、執(zhí)行、監(jiān)督方面,具體表現(xiàn)為政策銜接不當(dāng)、管理水平偏低、保障缺乏針對性、保障標(biāo)準(zhǔn)偏低、就業(yè)情況不理想等。通過對問題的梳理,進而在調(diào)查研究、尤其是對城市貧困群體和非貧困群體兩類人員的調(diào)查研究的基礎(chǔ)上,提出了一套系統(tǒng)的對策,包括制定科學(xué)的政策、實行分類施保、加強就業(yè)幫扶、借助一卡通模式和依托智慧社區(qū)建設(shè)做好扶貧工作等措施,以期能更好地解決我國城市貧困群體的社會保障問題。
[Abstract]:Poverty eradication is the essential requirement of socialism and has always been the focus of government work.After a long period of efforts, the poverty problem in our country has been greatly improved.However, there is still a certain gap between the requirement of "ensuring that all the poor areas and the poor population enter a well-off society in an all-round way by 2020", which was emphasized at the work conference on poverty alleviation and development of the Central Committee in 2015.At present, China's poverty alleviation work has entered a difficult stage, poverty alleviation to the rural poor is very strong.At the same time, the urban poor group is a large group and may continue to exist, so the protection of them can not be ignored.It is of great significance to solve the problem of urban poverty, and its importance and urgency are no less important than those in rural areas.Taking the Thirteenth Five-Year Plan for National Economic and Social Development of the people's Republic of China (hereinafter referred to as the 13th Five-Year Plan) as a background for declaring war on poverty,The social security problems of urban poor groups are studied and discussed from the perspective of the whole.Found some problems in the current system of our country.These problems are mainly reflected in the formulation, implementation and supervision of the system, including improper policy convergence, low level of management, lack of pertinence of guarantee, low standard of guarantee, unsatisfactory employment situation, and so on.Through combing the problems, and then on the basis of investigation and research, especially on the basis of the investigation and research on the urban poor groups and non-poor groups, this paper puts forward a set of systematic countermeasures, including formulating scientific policies and implementing classified insurance.We should strengthen the help of employment, take advantage of the mode of one-pass card and build a wise community to do a good job of helping the poor, in order to solve the social security problems of the urban poor groups in our country better.
