【摘要】：經(jīng)過較長時(shí)間轉(zhuǎn)型,我國正逐漸形成"國家、社會(huì)、市場"的三元格局,國家(政府)開始將一部分公共權(quán)力讓渡于社會(huì)組織,國家(政府)對高等教育政策和管理模式的調(diào)整以及國家推行的高等教育大眾化導(dǎo)向催生了高�；饡�(huì)。對于高�；饡�(huì)這一非營利性社會(huì)組織而言,目前還存在主體身份不明確、所有權(quán)缺位、公開透明機(jī)制不健全以及融資、增值困難等問題。只有通過立法保證、政府監(jiān)管、社會(huì)監(jiān)督、高�；饡�(huì)內(nèi)部監(jiān)控以及行業(yè)自律等構(gòu)成多重監(jiān)管體系,才能遏制腐敗,提高公信力,促進(jìn)其良性發(fā)展。
