我國(guó)政府部門實(shí)施戰(zhàn)略性人力資源管理研究

【摘要】:經(jīng)濟(jì)的飛速發(fā)展,知識(shí)信息不斷更新,社會(huì)需求不斷變化成為了當(dāng)今社會(huì)環(huán)境的突出特點(diǎn)。我國(guó)政府部門也考慮到運(yùn)行環(huán)境的變化,察覺(jué)到原本符合于穩(wěn)定的環(huán)境,運(yùn)作形式制度化的、科層制為核心的人事管理體制在新的環(huán)境下表現(xiàn)不適應(yīng),并進(jìn)行了公務(wù)員管理制度為主線的政府部門人事管理的改革。早在1956年我國(guó)就開(kāi)始人事制度的改革�;仡櫸覈�(guó)人事管理改革歷程,可發(fā)現(xiàn)我國(guó)政府部門的人事管理經(jīng)歷了傳統(tǒng)人事管理改革階段,人力資源管理改革階段,當(dāng)今我國(guó)政府部門人力資源管理改革逐步邁向了戰(zhàn)略性人力資源管理。強(qiáng)的環(huán)境適應(yīng)性特點(diǎn)使戰(zhàn)略性人力資源管理很快得到了各類組織的認(rèn)可。我國(guó)政府部門人事管理機(jī)制內(nèi)也開(kāi)始出現(xiàn)戰(zhàn)略性人力資源管理思想。戰(zhàn)略性人力資源管理在企業(yè)組織中誕生并發(fā)展,符合于企業(yè)的管理模式。因此其不一定在公共組織中有效運(yùn)行。要進(jìn)一步發(fā)展我國(guó)政府部門實(shí)施戰(zhàn)略性人力資源管理,需要明白如何在我國(guó)政府部門中實(shí)施戰(zhàn)略性人力資源管理問(wèn)題,讓戰(zhàn)略性人力資源管理在政府部門中更科學(xué)的,更有效的實(shí)施。在總結(jié)前人的研究成果之上,深入分析相關(guān)的管理理論知識(shí)體系,借鑒國(guó)內(nèi)外實(shí)施戰(zhàn)略性人力資源管理的實(shí)踐經(jīng)驗(yàn),從全新的角度定位我國(guó)政府部門人力資源在政府運(yùn)作中的角色和作用,提出更符合于我國(guó)實(shí)施戰(zhàn)略性人力資源的基本思路和對(duì)策。
[Abstract]:With the rapid development of economy, the continuous updating of knowledge and information, and the constant changes in social demands, the social environment has become a prominent feature. The government departments in our country have also considered the changes in the operational environment and realized that it was originally in line with the stable environment. The personnel management system, which is institutionalized in the form of operation and is the core of the branch system, is not suited to the new environment. It also carries on the reform of the personnel management of the government departments with the main line of the civil service management system. The reform of the personnel system began in our country as early as 1956. The history of the personnel management reform in our country is reviewed. It can be found that the personnel management of government departments in our country has gone through the stage of traditional personnel management reform, the stage of human resources management reform. Nowadays, the reform of human resources management of government departments in our country has gradually moved towards strategic human resources management. The strong environmental adaptability makes strategic human resources management quickly recognized by all kinds of organizations. The idea of strategic human resource management is also beginning to appear in the affairs management mechanism. Strategic human resources management is born and developed in the enterprise organization. It does not necessarily work effectively in public organizations. It is necessary to further develop our government departments to implement strategic human resources management. We need to understand how to implement strategic human resources management in our government departments, so that strategic human resources management can be implemented more scientifically and effectively in government departments. This paper deeply analyzes the relevant knowledge system of management theory, draws lessons from the practical experience of implementing strategic human resources management at home and abroad, and positions the role and role of human resources of government departments in government operation from a new perspective. Put forward more in line with the implementation of strategic human resources in China basic ideas and countermeasures.
