【摘要】：在當(dāng)前復(fù)雜多變的社會和自然環(huán)境下,社會沖突和自然災(zāi)害頻發(fā),威脅著人類社會的正常生產(chǎn)生活。作為危機應(yīng)對的基層單位,如何幫助社區(qū)應(yīng)對公共危機的威脅,減少這些災(zāi)害帶來的損失則成為當(dāng)今社會必須面對的重要課題。武昌區(qū)作為國家中心城市——武漢市的中心城區(qū),其社區(qū)建設(shè)相對成熟,現(xiàn)代化程度較高,因此針對武昌區(qū)社區(qū)的危機應(yīng)對能力進行研究對于現(xiàn)代城市的社區(qū)危機應(yīng)對有一定的借鑒意義。本文將武昌區(qū)全部150個社區(qū)作為研究對象,通過訪談法和問卷調(diào)查法對武昌區(qū)社區(qū)危機應(yīng)對能力建設(shè)現(xiàn)狀進行了描述,并以社區(qū)脆弱性作為主要分析指標(biāo),分析了武昌區(qū)在社區(qū)危機的風(fēng)險性、敏感性、響應(yīng)能力、恢復(fù)能力等四個方面存在的問題,并結(jié)合發(fā)達國家相關(guān)優(yōu)秀經(jīng)驗,提出了從公共物品供給、社區(qū)應(yīng)急文化培育、多元化參與三個層面的對策建議。文章具體內(nèi)容如下:(1)介紹了本文的研究背景、目的、意義和主要研究方法,通過文獻法對國內(nèi)外已有的相關(guān)研究成果進行了一定的整理,并在此基礎(chǔ)上提出了本文的研究重點和創(chuàng)新點。(2)對本研究的主要學(xué)術(shù)概念和理論進行了厘清和整理,同時在文獻閱讀的基礎(chǔ)上,提出了結(jié)合社區(qū)脆弱性視角的分析模型。(3)本章節(jié)是將訪談結(jié)果和量表調(diào)查的數(shù)據(jù)進行呈現(xiàn),進而對武昌區(qū)社區(qū)危機應(yīng)對能力建設(shè)的現(xiàn)狀予以描述和說明,為后文的分析提供依據(jù)。(4)承接前一章節(jié)的現(xiàn)狀描述結(jié)果,從社區(qū)危機的風(fēng)險性、敏感性、響應(yīng)能力和恢復(fù)能力四個方面對調(diào)研結(jié)果進行整合和總結(jié),形成觀點。(5)介紹了美國和日本在社區(qū)危機應(yīng)對和社區(qū)防災(zāi)減災(zāi)工作中的先進做法,并對二者做法中的共同點進行總結(jié),得出具有借鑒性的基本觀點。(6)在充分分析武昌區(qū)社區(qū)危機應(yīng)對能力中存在的不足和結(jié)合國外優(yōu)秀經(jīng)驗的基礎(chǔ)上,提出了相應(yīng)的對策和建議。(7)針對全文展開總結(jié)和展望,將研究中存在的遺憾與不足做了充分的說明,并對后續(xù)深入性研究提出期待。
[Abstract]:In the current complex and changeable society and natural environment, the frequent social conflicts and natural disasters threaten the normal production and life of human society. As the grass-roots unit of crisis response, how to help the community to cope with the threat of public crisis, To reduce the losses caused by these disasters has become an important issue that must be faced by the society today. As the central city of Wuhan, Wuchang District is relatively mature in its community construction and has a relatively high degree of modernization. Therefore, the study on the crisis response ability of the community in Wuchang District has certain reference significance for the community crisis response in modern cities. This paper takes all 150 communities in Wuchang District as the research objects. This paper describes the current situation of community crisis response capacity building in Wuchang district by means of interview and questionnaire, and analyzes the risk, sensitivity and response ability of community crisis in Wuchang district by taking community vulnerability as the main analysis index. The problems in four aspects, such as resilience, and combining with the relevant excellent experiences of developed countries, are put forward in terms of the supply of public goods and the cultivation of community emergency culture. This paper introduces the research background, purpose, significance and main research methods of this paper. On the basis of this, the author puts forward the research focus and innovation point of this paper. It clarifies and arranges the main academic concepts and theories of this study, and at the same time, on the basis of reading the literature, it clarifies and arranges the main academic concepts and theories of this study. This chapter presents the interview results and the data of the questionnaire survey, and then describes and explains the current situation of community crisis response capacity building in Wuchang district. To provide the basis for the following analysis. 4) to carry on the previous chapter of the status quo description results, from the community crisis risk, sensitivity, responsiveness and resilience to the four aspects of the survey results were integrated and summarized. Formative viewpoint No. 5) introduces the advanced practices of the United States and Japan in community crisis response and community disaster prevention and mitigation, and summarizes the common ground between the two approaches. Based on the analysis of the deficiency of the community crisis response ability in Wuchang district and the combination of the excellent experience of foreign countries, the corresponding countermeasures and suggestions are put forward. The regret and deficiency in the study are explained, and the expectation for further study is put forward.
