【摘要】：重大行政決策社會穩(wěn)定風(fēng)險評估是對可能破壞社會安定的隱患進行排查、研判,并形成評估結(jié)論來決定一項政策是否能夠出臺的制度。對政府重大行政決策進行社會穩(wěn)定風(fēng)險評估,有助于實現(xiàn)政府與公民的合作,提高政府依法行政水平,也有利于形成科學(xué)、民主、法治化的現(xiàn)代決策機制。近年來,縣級政府通過推行重大行政決策社會穩(wěn)定風(fēng)險評估制度,在促進行政決策科學(xué)化、維護社會安定方面取得了一定的成績,但仍存在諸多問題。如何完善縣級政府重大行政決策風(fēng)險評估制度,增強縣級政府重大行政決策社會穩(wěn)定風(fēng)險評估的有效性,是一個亟需探討的課題。本文運用行政管理學(xué)、行政法學(xué)、社會學(xué)等學(xué)科的基本理論對重大行政決策社會穩(wěn)定風(fēng)險評估制度進行分析,闡述了重大行政決策社會穩(wěn)定風(fēng)險評估制度的基本內(nèi)涵和理論依據(jù)以及推行重大行政決策社會穩(wěn)定風(fēng)險評估制度的意義,回顧了我國重大行政決策社會穩(wěn)定風(fēng)險評估制度的發(fā)展過程,分析了重大行政決策社會穩(wěn)定風(fēng)險評估制度所存在的問題及其成因,提出了完善重大行政決策社會穩(wěn)定風(fēng)險評估制度的對策。全文除了導(dǎo)論外主要包括三個部分：第一部分是關(guān)于重大行政決策社會穩(wěn)定風(fēng)險評估制度的概念界定與理論闡釋。本部分主要由三個小節(jié)構(gòu)成。第一小節(jié)界定了行政決策、重大行政決策、社會穩(wěn)定風(fēng)險、重大行政決策社會穩(wěn)定風(fēng)險評估及其制度的內(nèi)涵。第二小節(jié)闡釋了重大行政決策社會穩(wěn)定風(fēng)險評估的理論基礎(chǔ),包括有限理性決策理論、風(fēng)險社會理論和主權(quán)在民理論。第三小節(jié)分析了重大行政決策社會穩(wěn)定風(fēng)險評估制度的現(xiàn)實意義,主要體現(xiàn)為三個方面：第一,有利于維護社會穩(wěn)定,構(gòu)建社會和諧;第二,有利于構(gòu)建法治型政府;第三,有利于促進相關(guān)學(xué)術(shù)研究的發(fā)展。第二部分是關(guān)于重大行政決策社會穩(wěn)定風(fēng)險評估制度的現(xiàn)狀分析。該部分首先總結(jié)回顧了重大行政決策社會穩(wěn)定風(fēng)險評估制度的發(fā)展過程,并從三個方面分析了縣級政府重大行政決策社會穩(wěn)定風(fēng)險評估制度的成效。然后重點分析了縣級政府重大行政決策社會穩(wěn)定風(fēng)險評估制度存在的四個方面的問題,且分析了造成這些困境的原因。第三部分是關(guān)于完善縣級重大行政決策社會穩(wěn)定風(fēng)險評估制度的對策的思考。包括：(1)深化重大行政決策社會穩(wěn)定風(fēng)險評估的思想認識；(2)實現(xiàn)社會穩(wěn)定風(fēng)險評估主體的多元化；(3)進一步完善重大行政決策社會穩(wěn)定風(fēng)險評估制度體系；(4)重視責(zé)任追究機制建設(shè),加大追責(zé)力度。
[Abstract]:Major administrative decisions and social stability risk assessment is judged on may undermine social stability risk assessment, investigation, and form a conclusion to decide whether a policy can be introduced in the system. For social stability risk assessment of the major administrative decisions, contribute to the realization of the government and the cooperation of citizens, improve the level of administration according to law, also is conducive to the formation of a scientific, democratic and modern decision-making mechanism of the rule of law. In recent years, the county government evaluation system through the implementation of major administrative decisions and social stability risk, in the promotion of administrative decision making, has made certain achievements in maintaining social stability, but there are still many problems. How to improve the county government's major administrative decision-making risk assessment system to improve the effectiveness of the county government, major administrative decisions and social stability risk assessment, needs further discussion. This paper uses the administrative management, line The basic theory of political science, sociology and other disciplines to analyze the major administrative decisions and social stability risk assessment system, expounds the basic connotation of major administrative decisions and social stability risk assessment system and the theoretical basis and implementation of major administrative decisions and social stability risk assessment system of the significance, reviews the development process of China's major administrative decisions and social stability risk the evaluation system, analysis of the problems and causes of the major administrative decisions and social stability risk assessment system of existence, put forward to improve the major administrative decisions and social stability risk assessment system in China. Besides the introduction mainly includes three parts: the first part is the concept of the major administrative decisions and social stability risk assessment system of the definition and theoretical explanation this part mainly consists of three sections. The first section defines the administrative decision-making, the major administrative decision-making, social Stable risk, connotation of major administrative decisions and social stability risk assessment system. The second section illustrates the major administrative decisions and social stability risk assessment theory, including limited rational decision theory, risk society theory and the theory of the sovereignty of the people. The third section analyzes the practical significance of major administrative decisions and social stability risk assessment system, mainly for three aspects: first, to maintain social stability, building a harmonious society; second, is conducive to the construction of government ruled by law; third, is conducive to promoting the development of academic research. The second part is the analysis of the present situation of the major administrative decisions and social stability risk assessment system. This part sums up the development process of review of the major administrative decision of social stability the risk assessment system firstly, and analyzes the county government major administrative decisions and social stability risk assessment system from three aspects The degree of effectiveness. Then the author analyses the four problems of county government major administrative decisions and social stability risk assessment system, and analyzes the causes of these difficulties. The third part is the thinking of the strategy on improving the social stability risk assessment of major administrative decision-making system. Including: (1) the deepening of major administrative decision-making social stability risk assessment ideas; (2) achieve diversification of social stability risk assessment of the subject; (3) to further improve the major administrative decisions and social stability risk assessment system; (4) pay attention to accountability mechanism construction, increase accountability efforts.
